Microsoft Corporation Lease Commissioning Manager in Phoenix, Arizona

The Cloud Operations and Innovation (CO+I) Commissioning team is responsible for managing the end-to-end delivery of new datacenter capacity for CO+I. Through development of leading program management and construction processes, this team is chartered with managing workflow across vertically and horizontally aligned project managers and virtual teams to successfully deliver multi-million dollar, multi-year datacenter construction programs. As a Lease Commissioning Manager , you will work with datacenter engineers, construction managers, network engineers, datacenter operations teams and finance teams in order to streamline and improve delivery of datacenter capacity. You will execute against scope, schedule and budget to deliver the latest generation of datacenter technology to Microsoft’s Online Services. You shall be responsible for ensuring the project is commissioned in accordance with Microsoft's standards and directly manage the process for projects in the defined location(s) and support other Commissioning Projects in other regions.

Responsibilities

Business Processes

  • Reports to the CO+I Regional Commissioning Director – Americas Leases

  • Primary responsibility for commissioning of Datacenter Leases in the Phoenix, AZ region with secondary responsibility for other CO+I commissioning projects for Americas

  • Create and/or maintain best practices to identify and incorporate quality and cost-effective solutions.

  • Communicate with the Lease Provider and their contracted Commissioning Agent.

  • Development of Commissioning Procedures and Standards.

  • Construction site inspections to review Quality Assurance (QA)/Quality Control (QC) and commissioning process.

  • Drive the project Commissioning process including scope and schedule.

  • Travel required. Site presence will be required to lease projects in the defined region of responsibility routinely during the construction phase and L4- L5.

Communications

  • Regularly review Construction Progress, QA/QC, Commissioning progress, issues, and KPI metrics to report to management.

  • Coordinate meetings and activities with Lease Provider project teams including integration of lessons-learned.

  • Manage client representatives and partners to define and align on scope, schedule, and budget.

  • Attend scheduled owner/architect/contractor (OAC) and other project meetings, and report as necessary.

  • Report Project progress on scope and schedule as required.

Accountability

  • Responsible for developing, managing, and reporting on scope, schedule of the Commissioning Process for CO+I Projects.

  • Oversee the Microsoft expectations for the Lease Provider’s Commissioning process for regional projects.

  • Reporting of the Commissioning process to management on a regular basis.

  • Work independently in support of the CO+I Program.

Strategy and Development

  • Manage datacenter commissioning project delivery strategy in alignment with the CO+I road map strategy.

  • Refine practices/policies and develop methods/techniques for driving solutions including development of commissioning procedures.

  • Provide input to long-term delivery strategy and incorporate requirements into the project execution plans.

Lease Provider Contract Compliance

  • Ensure the Lease Providers are in compliance with Microsoft contract documents.

  • Review and approve Lease Provider exceptions or deviations to Microsoft Commissioning documents.

Qualifications

Required Qualifications:

  • 12+ years relevant technical engineering experience

  • OR Bachelor's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 5+ years technical engineering experience

  • OR Master's Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 4+ years technical engineering experience

  • OR Doctorate Degree in Mechanical Engineering, Materials Engineering, Reliability Engineering, Electrical Engineering, or related field AND 2+ years technical engineering experience.

  • 3+ years experience in Datacenter facility maintenance, operation, construction and/or commissioning

  • 3+ years of construction experience

  • 3+ years of experience with electrical and mechanical test equipment.

Background Check Requirements:

  • Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include but are not limited to the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud Background Check every two years thereafter.

Preferred Qualifications:

  • Construction QA/QC

  • Project Management

  • Datacenter Commissioning

  • Datacenter Operation and Maintenance

  • Understanding of Uninterrupted Power Supply (UPS) systems, switchgear, generators and critical mechanical systems

  • Able to develop and write detailed Commissioning Scripts

  • Issue identification and resolution management

  • Proficiency with MS Office (Outlook, Word, Excel, PowerPoint), MS Visio, MS Project

  • Commissioning Certification

  • OSHA 10 or higher qualification

  • NFPA-70E

  • Project Management Professional (PMP) certification

Reliability Engineering IC4 - The typical base pay range for this role across the U.S. is USD $112,000 - $218,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $145,800 - $238,600 per year.
