The primary purpose of this position is to: Serve as Lead in the Training Cell of the Response and Training Branch of USNORTHCOM J33 Current Operation Division. Responsibilities Lead planner and senior civilian position in the NC J33 Response and Training Branch, Training Cell. Serves as Lead for the Training Cell. Ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. NCJ33 Response and Training Lead for all NC J33, Title 10 Deputy and Joint Enabling Capabilities engagements. Primary NCJ33 Response and Training Lead. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF), which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which includes knowledge of: mastery of advanced management and organizational principles and practices, and a comprehensive knowledge of Joint Operation Planning Process in support of USNORTHCOM Home land Defense (HD) and Defense Support of Civil Authorities (DSCA) missions. A demonstrated knowledge and understanding of planning, programming, budgeting regulations, guidelines and processes in operational administration. Extensive knowledge of planning program operations and inter-relationships, along with broad analytical ability to assess program accomplishments with a high degree of product knowledge and technical judgment ability. Comprehensive knowledge of policy, plans, operational orders, procedures and practices related to multiple fields within DSCA and Dual Status Commander (DSC) programs to include task organization, operational orders, USNORTHCOM CONPLANS, future operations planning, development of a comprehensive concept of operation, medical support operations, search and rescue planning and operations, engineering, communications risk management, knowledge management. Such knowledge is related to these fields but does not require competency in the specialized subject matter or functional area. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of tactical-to-strategic military joint planning, operations, organizing, and directing. Knowledge and skill in applying analytical and evaluative techniques to resolve very complex or sensitive planning problems and produce products such as reports, plans, orders, briefings, or other products for a recommended solution. Ability to identify and integrate requirements; provide operational assessments, and have situational awareness from the land and medical areas, in order to create a cohesive and comprehensive plan, document, report, briefing, or order in support of a military HQ supporting an operation. Ability to provide staff input, plan, organize, direct work, prepare products, and create presentations to meet deadlines, as well as mentor, assist, motivate, and train staff of an organization. Ability to lead, act, or react in a high stress environment to intense domestic event situations, make critical characterization judgments, formulate recommendations that may have major national impact/consequences and transmit those recommendations clearly and concisely, to possibly, highest civilian leaders in the Government; Skill in leadership and building effective teams and able to work with a variety of personnel. Ability to research, analyze, interpret and apply rules, regulations, doctrine, orders and procedures to a variety of situations leading to timely solutions; Skill in the Joint Planning Process (JPP) with ability to provide accurate, detailed information for input into the system for development of operation orders; Skill in communicating both orally and in writing; Requires familiarity with the U.S. President's National Strategy for Homeland Security and the National Response Plan. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
