GENERAL PURPOSE:

The Strategic Sourcing Manager will lead strategic Engineering sourcing projects across the supply chain network to help Ross procure the best services, components, and Material Handling Equipment (MHE) at the most competitive cost and influence internal and external stakeholders. Internally, this person will work with stakeholders to define strategy and drive execution while identifying and mitigating risks. Externally, this person will be one of the primary vendor-facing associates and will be responsible to act professionally and ethically in adherence with Ross' values.

The ideal candidate will have a background in distribution center equipment or parts procurement / sourcing, with a strong understanding of distribution center operations, project management, and contract management. To be successful, this person will need to closely partner with and add value to a cross functional group stakeholders across the company by taking ownership of projects and holding themselves accountable to deadlines.

This person will be responsible for leading end-to-end strategic sourcing projects that involve tasks such as vendor research, category/market research, supplier rationalization, clean sheet analysis, market index analysis, data analysis, RFP development, bid management, tactical and strategic negotiations, multiple offer analysis, TCO / cash flow / "should cost" modeling, contract development and recommendation development. This role will also be involved vendor management activities, which include spend analysis, proactive identification of supply constraints and mitigation strategies as well as escalating and resolving issues for stakeholders. This person must be comfortable managing multiple projects at a time, as well as support ad-hoc sourcing inquiries.

Strong project management, communication and prioritization skills are key in this role as this person will be interacting with many Ross employees, departments, locations and vendors to facilitate cross-functional Sourcing activities and support other company-wide initiatives. This person will be expected to operate at both the tactical and strategic levels of the organization.

The base salary range for this role is $95,700 - $143,700. The base salary range is dependent on factors including, but not limited to, experience, skills, qualifications, relevant education, certifications, seniority, and location. The range listed is just one component of the total compensation package for employees. Other rewards vary by position and location.

ESSENTIAL FUNCTIONS:

Drive Strategic Sourcing and Sourcing Process Execution

• Develop and manage sourcing project timelines and lead meetings. Understand stakeholder requirements, manage expectations and set achievable milestones to arrive at the agreed upon goal

• Update stakeholders regularly on project progress, risks and mitigation strategies

• Develop RFPs and vendor response comparison tools (quantitative and qualitative). Work with engineering stakeholders to understand technical requirements to be included in the RFP packages. Create presentations to communicate findings and vendor recommendations to stakeholders, to help with decision making

• Manage competitive events or sourcing process with minimal supervision, start-to-finish, for simple-to-medium complexity projects (to include market research, RFP development, and management of communications, manage stakeholder involvement, etc.)

• Conduct detailed market and vendor research to communicate findings through meaningful research summaries. Evaluate vendor core competencies and competitive positioning using open source data and industry benchmarks

• Proactively identify alternate sourcing opportunities across multiple Supply Chain Engineering equipment, parts and service categories

• Develop and drive processes to ensure continuous improvement in cost performance and supplier quality

• Analyze historical data to determine the highest risk and cost categories

• Serve as an escalation channel for internal stakeholders, to improve vendor service levels. Maximize Ross' position of leverage in any negotiation scenario

• Facilitate vendors' understanding of Ross policies, equipment design standards, service and quality expectations and legal / cyber security requirements

Contract Development and Management

• Develop and review contracts with a critical eye to identify risks, gaps and cost reduction opportunities

• Coordinate with Legal and Business stakeholders to follow-up on concerns relating to RFPs, contract redlines, supply issues

• Provide guidance on contract negotiations through a collaborative approach with stakeholders

Ad-Hoc Analysis and Project Support

• Assist the supervisor in updating project roadmaps and savings tracking documents

• Develop PowerPoint presentations for internal stakeholder communications / updates, also review other team members' deliverables.

QUALIFICATIONS AND SPECIAL SKILLS REQUIRED:

• BA/BS in Business, Economics, Accounting or Engineering

• Minimum of 5 years category management / strategic sourcing experience in manufacturing or distribution center environments. Multiple engineering sourcing category experience preferred.

• Minimum of 3 years of program or project management experience in a cross functional environment (technical and non-technical teams)

• Strong knowledge of corporate finance - budgeting, cash flow, P/L statements, balance sheets

• Consulting experience strongly preferred; experience in retail is a plus.

• Proficiency with contract writing and management strongly preferred.

• Knowledge of DC Operations e.g. Receiving, Sorting, VAS, Pick/Pack, Shipping; MHE experience strongly preferred

• Strong Excel (Pivots, VLookups, Data Tables) and PowerPoint skills. Experience with e-Sourcing tools such as Coupa is preferred.

• Experience in working with raw material / market indices and determining fair purchase prices.

• Must have a data driven approach to solving problems.

• Must be inquisitive to learn the business and "ways of working" before recommending improvements.

• Requires very strong quantitative skills and a good sense of how to structure ambiguous problems.

• Must have very close attention to detail and the drive to achieve accurate results with minimal supervision. Must evaluate all vendor material and contracts with a critical eye to identify risks to Ross.

• Ability to multi-task, prioritize, work independently and keep a high level of focus.

• Must be able to listen, understand, and communicate with employees at all levels of the company. Requires strong written and verbal business communication skills.

• Needs to be able to build effective working relationships within Ross and drive continuous improvement.

PHYSICAL REQUIREMENTS/ADA:

This role requires regular in-office presence, including attending in-person team interaction, meetings and collaboration, client support, mentoring, coaching, and/or feedback. However, this role can perform duties effectively using a combination of in-office and remote work.#LI-Hybrid
