HQDA Field Operating Agencies and Staff Support Agencies Program Manager in Pentagon, Virginia

Summary About the Position: Serve as the senior Program Manager, Deputy Division Chief, and Army Staff (ARSTAF) subject matter expert (SME) for all things related to Information Activities to the Director and Assistant Deputy Chief of Staff (ADCS) G-3/5/7. Responsibilities Planning, programming, and directing the operations of the Information Division and the Army Operations Security (OPSEC) Program. Advise, support, and collaborate with the Director to oversee the preparation and execution of senior level reports/briefings. Manage all administrative activities to include human resources, information technology, procurement, financial and property management, and internal controls Collaborate with General Officers and Senior Executive Service (SES) across the Services, Office of the Secretary of Defense (OSD), and with the Joint Staff to make determinations and resolve complex issues Analyze, evaluate, and advise on the Army force structure, training, support to contingency operations, Army and Joint Staff reporting requirements, policies, and procedures to make complex decision Provide highly complex managerial, technical, and administrative oversight for all areas of the Information Division. Formulation, establishment, continuation, or revision of policies, plans, programming, and resources pertaining to current and future activities Provide continuity and guidance to division subject matter experts on all aspects of the information enterprise across the organization. Specialized Experience: One year of specialized experience which includes analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; conducting studies, analyzing findings and making recommendations on substantive operating programs; providing recommendations involving substantial agency resources; performing continuous appraisal of the utilization of command resources in accomplishing program objectives and goals. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Financial Management Organizational Performance Analysis Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
