Assistant Manager, HR (Talent Acquisition & HRBP)

POSITION SUMMARY :

The Assistant Manager will become a key member of the Malaysia operations leadership team supporting and improving the human capital productivity and organizational effectiveness aligned the organization’s business objectives. The Assistant Manager will partner with members of the business leadership team and HR peers to lead and execute end-to-end HR functions, from talent acquisition to employee engagement, human resource and operations functions pertaining to foreign workers, customization of HR practices and handling of the full scope of the employee life-cycle.

RESPONSIBILITIES :

  1. Coordinate the professional development, retention, and hiring of talent.

  2. Coach leaders and employees for superior performance and employee engagement.

  3. Counsels and/or trains employees and management concerning the interpretation and application of HR policies and programs and any related legal implications.

  4. Provide end-to-end operational HR support.

  5. Communicate and update on HR programs and plans.

  6. Coordinate the people development roadmap.

  7. Be an Effective Partner on Organizational Development issues and initiatives.

  8. Assist in deliver developmental agendas that integrate individual and organizational learning and development.

  9. Improve the organization and meet client needs following AE’s consulting skills model.

  10. Support all HR related projects or programs to enhance organizational effectiveness.

  11. Supports the full spectrum of Talent Acquisition for critical roles and employer branding to attract talents.

  12. Provide end-to-end operational recruitment process support.

  13. Develop innovative recruitment strategies and analysis to drive sourcing strategy, campaign strategies including identification of new different sourcing channels, as well as shared best practices in industry and market intelligence data.

  14. Plan, implement, and execute recruitment strategies that attract and build talent pipeline for current and future hiring demands through coordination with external partnerships (i.e. universities, colleges, job boards and other relevant parties).

  15. Responsible for all employer branding activities in various career fairs, public events and recruiting network.

  16. Work collaboratively with business managers to drive performance, plans and initiatives to support local and business strategy.

  17. Ensure recruitment processes run smoothly and talent requisitions are successfully closed in the stipulated timeframe and budget.

  18. Responsible for the recruitment of foreign workers.

  19. Strong ability and coordination skills to work closely with agents for the recruitment of foreign workers.

  20. Keep track and monitor foreign worker’s permit / passport renewal.

  21. Work closely with all parties on documentation and administration of foreign workers.

  22. Responding to all matters relating to foreign workers.

  23. Resolving grievance and provide counselling to foreign workers where required.

  24. Ensure company’s foreign workers policies and standard operating procedures are adhered to.

  25. Manage the Government related matters for foreign workers and Expat Hiring.

  26. Management process of foreign workers and Expatriate Hiring and liaise with Immigration Department, and Expatriate Services Division (ESD) on permit application and renewal.

  27. Adhere to organizational requirements on quality management, health & safety, code of conduct, legal stipulations, environmental, 5S policies and general duty of care.

  28. Other duties and responsibilities assigned from time to time.

WORK ENVIRONMENT :

  • Location: Penang Science Park, Simpang Ampat Penang.

  • Mostly office environment with some travel up to 10% of time.      

QUALIFICATIONS :

  • Strong understanding of traditional HR tools: staffing, C&B, organization design, performance management, HR measurement and legal compliance.

  • Understanding of workforce demographic issues/trends.

  • Demonstrated negotiation & influencing skills that will be effective in a complex, rapidly moving organization. Creative in approach with diplomacy.

  • Strong problem-solving skill and ability to effectively deal with conflict.

  • Ability to work conceptually as well as deliver operationally and will possess a strong mix of strategic and operational HR skills.

  • Strong relationship management skills; a skillful team player with the ability to network effectively up, down and across the business.

  • English language capabilities.

  • Excellent communication skills; articulate, possessing both credibility and integrity.

  • Assertiveness, confidence, a self-starter.

  • Result-oriented, initiative-driven, dynamic, energetic and outgoing personality.

EXPERIENCE :

Essential :

  • Minimum Ten (10) years of working experience specializing in Talent Acquisitions & HR Business Partnering.

  • Posses experience in other HR functions ie. ER/IR, Learning & Development, Employee Services, Compensation & Benefits, Payroll will be added advantages.

  • Experience in Change Management will be an advantage.

  • Well versed with Malaysian Employement Act 1955, Industrial Relations Act 1967, Trade Union Act 1959 and current Labour Law practives.

  • Must have working appreciation of all fields within HR.

  • HR strategy implementation with client groups solving business needs.

  • Must have worked effectively with client groups solving business problems in a fast paced and matrixed environment.

  • Must have experience with a highly professional workforce.

EDUCATION :

Essential :

  • Degree in Human Resources, Business, or related discipline.

Desirable :

  • PHR, SPHR, or GPHR.

  • Masters Degree in Human Resources, Business, or related discipline.
