Indian Health Service Sanitarian in Pawnee, Oklahoma

Summary The position will serve as Sanitarian to meet the environmental health needs for the Pawnee Indian Health Center. The incumbent will report to the District Sanitarian. This position will support the Federal Government's response efforts to COVID-19. This position is open until filled. Responsibilities Conduct Injury Prevention activities Provide food service evaluations, inspections, deficiencies reports, and training at Indian Health Service (IHS), Bureau of Indian Affairs, (BIA) and tribal installations. Inspect schools, daycare centers, Head Start programs and clinics at various tribal and IHS facilities to ensure compliance with existing standards and regulations and make recommendations for improvement. Inspect and evaluate community water and wastewater systems for adequacy, construction, and compliance with operating procedures and regulations. Provide technical assistance to customers on all Environmental Health issues You must meet all qualification requirements within 30 days of the certificate pull date. Measles and Rubella immunization required for selectees born after 1957 and seasonal influenza immunization is required for all staff working in Indian Health Service health care facilities. Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-5: Four (4) years of experience in inspectional, investigational, technical support, or other responsible work that provided a knowledge and a fundamental understanding of, and the ability to use, environmental health principles, methods, and techniques equivalent to that which would have been gained through a 4- year college curriculum. OR Completion of a full 4-year course of study that meets all the requirements for a bachelor's degree, and that included or was supplemented by at least 30 semester hours in a science or any combination of sciences directly related to environmental health (such as sanitary science, public health, chemistry, microbiology, or any appropriate agricultural, biological, or physical science). OR A combination of education and experience that meets the requirements for the GS-5 as described above. GS-7: One (1) year of specialized experience equivalent to at least the GS-5 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: inspecting and providing advice for proper food preparation and sanitation; inspecting facilities and water/wastewater systems for compliance with standards and regulations; inspecting institutions such as Head Starts, daycare centers, schools, ambulatory health care facilities, elderly nutrition programs, and/or business establishments against standards and regulations; preparing written reports to discuss findings and recommendations for environmental health conditions of facilities; and assisting in the development of a comprehensive environmental health program based on the needs of the community. OR One (1) full year of graduate level education related to environmental health (such as sanitary science, public health, chemistry, microbiology, or any appropriate agricultural, biological, or physical sciences appropriate to the position). OR Completion of a bachelors degree in a field related to environmental health with Superior Academic Achievement. Superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled (such as sanitary science, public health, chemistry, microbiology, or any appropriate agricultural, biological, or physical sciences appropriate to the position). Superior Academic Achievement is based on class standing, grade-point average, or honor society membership. OR A combination of education and experience that meets the requirements for the GS-7 as described above. GS-9: One (1) year of specialized experience equivalent to at least the GS-7 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: independently inspecting and providing advice for proper food preparation and sanitation; inspecting facilities and water/wastewater systems for compliance with standards and regulations; inspecting institutions such as Head Starts, daycare centers, schools, ambulatory health care facilities, elderly nutrition programs, and/or business establishments against standards and regulations; preparing written reports to discuss finding and recommendations for environmental health conditions of facilities; independently assessing and developing a comprehensive environmental health work plan and program based on the needs of the community; and monitoring data to determine if program objectives are being met and adjusting program direction as necessary. OR Two (2) full years of progressively higher level graduate education or master's or equivalent graduate degree related to environmental health (such as sanitary science, public health, chemistry, microbiology, or any appropriate agricultural, biological, or physical sciences appropriate to the position). OR A combination of education and experience that meets the requirements for the GS-9 as described above. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). Additional Information Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required. Your Human Resources Specialist will provide a list of documents acceptable as vaccination proof and instructions on how to submit your vaccination documentation or how to request a medical or religious exemption, if needed. This is an open until filled position. The first certificate of eligibles will be pulled on 07/03/2023. Subsequent certificates will be pulled on the 12th of every month until the position has been filled. The announcement is subject to be pulled offline once a selection has been made. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position meets the criteria specified in pillar number one of the five pillars of the PHS Commissioned Corps.
