Naval Air Systems Command DEPUTY PROGRAM EXECUTIVE OFFICER FOR STRIKE WEAPONS PROGRAMS in Patuxent River, Maryland

Summary You will serve as the Deputy Program Executive Officer For Strike Weapons Programs, within the Program Executive Office for Unmanned Aviation and Strike Weapons (PEO(U&W), which has acquisition responsibility and management accountability for all assigned major (ACAT I/II) programs and those non-major programs integrally related and critical to the performance of the assigned major programs. Responsibilities You will oversee personnel, processes, and facilities for several hundred military, civilian, and contractor staff and manage a $17.6B annual operating budget, influencing billions more in Foreign Military Sales (FMS) cases annually. You will exercise authority for all Department of the Navy ACAT (I/II) Strike Weapons Programs and ensure individual programs are managed in consonance with current program management and acquisition management policies and procedures. You will serve as the principal technical and managerial advisor to subordinate program managers for development and promulgation of concepts, objectives, meetings and procedures required for management of Strike Weapons Acquisition Programs. You will facilitate the review and approval of acquisition strategies for assigned programs through DON, Office of the Secretary of Defense (OSD), and the United States Congress. You will remain current on all programs, advise the Navy Acquisition Executive (NAE) of program status and ensure imminent actual breaches of OSD/Secretary of the Navy decisions/established program baselines are reported to the NAE with alternatives. You will represent the PEO at press releases, media events and conferences. Represent the PEO in meetings with senior Pentagon officials, industry executives, Congressional staff, and other U.S. Services and foreign governments. You will maintain control over civilian payroll, Research, Development, Test and Evaluation (RDTE) and procurement funds allocated by the Navy Comptroller including reprogramming approval within established Congressional, OSD and DON thresholds. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Ability to plan and direct the technical and business aspects of complex major weapons systems acquisition programs. 2. Knowledge of budget and execution processes for strategic planning, program development, and resource allocation (e.g., the Department of Defense (DoD) and Department of the Navy (DON) planning, programming, and budgeting and execution process). 3. Knowledge of major systems acquisition process and ability to integrate DoD and DON systems acquisition policy and operations. 4. Knowledge of business and financial management systems and principles and ability to apply leadership techniques. 5. Knowledge of engineering, physics, engineering management or a related field or equivalent experience.
