Naval Sea Systems Command SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in Panama City Naval Surface Warfare Center, Florida

Summary You will serve as a Supervisory Administrative/Technical Specialist as the Chief of Staff for the Commanding Officer of NAVSURFWARFCTR PANAMA CITY DIVISION. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. Responsibilities You will support the Commanding Officer and Technical Director with facilitating and expediting decision making. You will review documents, reports, memorandums of agreement, and instructions prior to them being submitted for approval. You will collaborate with Department Heads and Deputy Department Heads on command initiatives and goals, while also coordinating, conducting, and participating in senior level meetings. You will encourage innovation and personal growth among Staff personnel. You will effectively communicate up, down, and across the Command, as well as with outside organizations. You will utilize Continuous Process Improvement techniques to improve business processes. You will support Equal Employment Opportunity principles and Diversity initiatives. You will interpret, develop, promulgate, and implement policies, procedures, metrics, and instructions within the general framework generated by higher authority. You will establish objectives, set priorities, and use internal controls, goal setting techniques, delegation, and team building to effectively manage. You will ensure policies, plans, programs, and directives issued by the Commanding Officer and Technical Director are effectively implemented for the military and civilian workforce. You will manage a small number of administrative staff to include required training, official travel and leave approvals, resolving personnel conflicts, assigning personnel to projects, enforcing command policies, and initiating personnel actions. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector providing leadership or management of programs to develop, implement, and sustain initiatives and business processes in support of mission or customer objectives.
