First Division Consulting Program Manager (On-Site) in Panama City, Florida

Contingent upon contract award.

Location: Center for Explosive Ordnance Disposal and Diving (CEODD) (NSEOD, NDSTC EOD and ND RRL)

First Division Consulting is seeking qualified program manager to support the Naval Diving and Salvage Training Center (NDSTC), Panama City, FL, to provide support services to the EOD Ready Relevant Learning (RRL) program.

  • Manage data collection efforts, develop plans and requirements.

  • Develop and submit official memorandums, letters and instructions, in accordance with the Navy Correspondence Manual.

  • Support current EOD or RRL process to include the Functional Requirements Document (FRD), Naval Education Training Command (NETC) Fielding and Functionality study.

  • Develop and manage plan of action and milestones (POAM).

  • Prepare and brief RRL process status reports.

  • Analyze potential conflicts with EOD/Navy Diver curriculum modernization and delivery of current curriculum.

Requirements

  • Minimum of two (2) years of NETC training process experience and minimum two (2) years of experience in training, facilities, and organizational structure of NAVSCOLEOD, NDSTC, or CEODD.

  • Knowledgeable of NAVEDTRAs 130B, 131B, 133A, 134A, 135D, 136, 137A, 138, and 140B, and USFFC Ready Relevant Learning Sailor 2025 process manual.

  • Minimum of two (2) years of experience on NSEOD, CEODD or NETC Learning Center staff.

  • Qualified US Navy Master EOD Technician or EOD Officer for NAVSCOLEOD Position.

  • Qualified US Navy Master Diver, Diving Officer, or EOD Officer for NDSTC Position.

  • Qualified US Navy Master EOD or EOD Department Head for CEODD Position.

  • Ability to obtain and maintain a security clearance.

  • Must be a U.S. Citizen.

  • Will be required to follow all Federal COVID-19 protocols as they pertain to contractors.
