Your Specific Responsibilities:

This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

Work functions include performing duties such as data input, scanning, gathering/sorting, assessing, documentation of confidential data into official medical records, cross-referencing of electronic files, data, test results; electronic tracking, labeling, filing and retrieval as needed for purged records. Records are compiled from various sources to formulate medical records. Ensures accurate and thorough client data is input into HMS and Florida Shots. Confidential information entered is complete and concise to ensure proper format, including correct forms and program specific data to ensure statistical and billing output. Records are stored and maintained in accordance with the State of Florida Records Retention Schedules/Guidelines. Serves as the information custodian for designated data set and is responsible for the integrity and confidentiality of data sets under his/her control. Processes requests for records, inactive records. Independent judgment is exercised in this professional medical environment. Maintains and tracks all request for confidential information received in the medical records section, including requests from attorneys, private physicians, and others; the faxing and/or receiving of confidential information; exchange of information between other agencies; and processes court orders, subpoenas, legal request, documents on spreadsheet and seeks legal counsel as outlined in DOH Policy. Communicates with Director, supervisor and legal counsel as needed to ensure thorough processing. Maintains monthly stat reports for statistical purposes. Performs quality improvement activities at least quarterly and submits to the Quality Assurance Coordinator. This individual will be responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate. Develops, prepares and monitors the level 4 budget entities for Clinic Support. The Health Information Specialist Supervisor is a highly responsible position providing direct supervision of the positions involved in the daily operation of the front reception area, appointments and medical records section of Bay CHD by serving as the Records Management Liaison Officer (RMLO) of medical and public records. Directly supervises, monitors, and oversees the activities of the Clinic Support staff. Ensures the processing and handling of medical records, court orders, subpoenas, & requests for confidential information are processed in accordance with local & DOH policies and procedures. Accomplishes probationary and annual appraisals, monitors performance of staff, and makes recommendations to his/her supervisor for hiring and/or upgrading of positions. Approves leave and timesheets in a timely manner. Plans and supervises workloads, deadlines, work objectives and time utilization of employees. Conducts performance evaluations and performance improvement plans for subordinate staff. Responsible for preparing work schedules and coordinating with supervisors of clinic areas.

Required Knowledge, Skills, and Abilities:

Knowledge and experience in computer software programs used in an office setting to include Microsoft Outlook, Word, etc. Minimum of 3 years experience working in a leadership or supervisory position. Ability to work in a fast paced – high volume medical office environment. Excellent supervisory and organizational skills.
