Northrop Grumman Aeronautics Sector has an opening for a Manager Process Improvement 2 to join our team of qualified, diverse individuals within our ASTAR Organization. This leadership role is located at Palmdale, CA.

The Manager Process Improvement 2 will oversee and manage our compliance organization and training certification processes. The ideal candidate will ensure that our organization adheres to legal standards and in-house policies and procedures or customer requirements. This role involves creating and implementing compliance programs, training audits, and sustaining employees Certifications. This role will also include managing our State Grant apprenticeship portfolio and state incentive business packages, which will include the following responsibilities:

Role Responsibilities:

  • Oversee and empower the Staffing Employee Experience Team: Staffing Demand Manager, Operations Manager, Training Team, and any ad hoc Experience and Engagement Team(s) as they execute their responsibilities and develop a welcoming experience for all new hires or transfers from day 1 through day 365 and improve the overall ambient experience for all employees.

  • Oversee and manage facilitation of site experience activities including

  • Design, execute, integrate and ongoing improvement of site orientation and unique division or other programmatic offerings from pre-hire through year 1 of work

  • Ensure the engagement and process facilitation of new hires via Talent Reserve Sheet (TRS) and Clearance Processing

  • Advise and execute communication and change management plans across all stakeholders at the site to build buy-in and ensure program effectiveness

  • Provide guidance to site specific leadership based on extensive knowledge of the ambient experience strategy, policies and procedures.

  • Sponsor and manage social staff and recruiting events and activities, virtually and in-person, to support a strong, NG brand recognized, culture of employee engagement.

  • Sponsor, define and execute developmental and networking experiences for employees; inclusive of programming for interns, rotational employees, new hires, manager community of practice, etc. Nurture and foster a diverse and inclusive environment

  • Manage and maintain all metrics associated with Talent Acquisition and Staffing Demand Profiles

  • Help develop and shape additional programs/processes to improve Employee Engagement

  • Maintain and manage contractual certifications.

  • Be responsible for leading ASTAR’s onboarding experience for new talent and resourcing leadership to support employee connection, assimilation, and development.

  • Collaborate effectively and partner across a diverse set of stakeholders and organizations (Human Resources, Communications, Site Operations, and Program Leadership) to develop, implement, measure, communicate, and oversee the change management associated with such programs for the site.

Basic Qualifications:

  • Bachelor’s Degree AND 5+ years of experience in certification management utilizing LX (Learning Exchange) in Aircraft, Aerospace, Manufacturing Industries or Military related experience OR Master’s Degree AND 3+ years of experience in certification management utilizing LX (Learning Exchange) in Aircraft, Aerospace, Manufacturing Industries or Military related experience OR High School Diploma AND 9+ years of experience in certification management utilizing LX (Learning Exchange) in Aircraft, Aerospace, Manufacturing Industries or Military related experience

  • Minimum of 2 Years of management, supervisor, or other demonstrated leadership experience.

  • Must have an ability to obtain a DoD Secret Clearance that is in-scope Granted or renewed in the last 5 years and the ability to obtain special program access.

Preferred Qualifications:

  • Bachelor of Science

  • Leadership experience through a program or organizational stand-up

  • Formal Human Resources leadership experience

  • Proven history coordinating, conducting and managing Employee Engagement on Recruiting Outreach Events

  • Proven history developing and implementing Talent Acquisition Strategies

Salary Range: $125,500 - $188,300

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
