Overview
EDC is seeking an experienced and dynamic Manager to join the Capital Management team. This is a new position reporting to the Director, Capital Management and Risk Rating Analytics. The Capital Management team is accountable for capital adequacy assessment and risk measurement and monitoring at EDC. The Manager will lead a high performing team of professionals who provide subject matter expertise on capital management, the internal capital adequacy assessment process (ICAAP), risk-based performance management, stress testing, climate risk scenario analysis, portfolio risk insights and pricing methodologies.
Discipline Summary
Assists the Director with establishing and maintaining capital management and dividend policies, guidelines, and procedures
Provides expert insight on the consolidated internal capital targets setting process and internal capital adequacy assessment process (ICAAP)
Provides guidance on the capital planning and ensures alignment with the strategic planning
Guides the Enterprise-Wide Stress Testing framework and program
Coordinates the execution of the stress testing program and leads the development of management actions and contingency plans
Leads the development of methodologies for economic capital aggregation and allocation methodologies
Selects metrics for risk adjusted performance measurement across lines of business, monitors and reports on the actual risk adjusted performance
Develops and maintains risk-based pricing frameworks across lines of business
Key Responsibilities
Leads the development and maintenance of capital management and dividend policies, guidelines and procedures
Leads the development and maintenance of Enterprise-Wide Stress Testing governance framework and program including the design and implementation of an efficient process for stress testing scenarios’ identification, assessment, quantification, reporting, and mitigation plan
Provides guidance and support to ensure effective development and implementation of the consolidated internal capital targets setting process and internal capital adequacy assessment process (ICAAP)
Provides oversight and support to ensure effective development and enhancement of economic capital calculations, risk aggregation and capital allocation methodologies across individual risks and lines of business/products
Provides expert insight in the development and/or refinement of the risk-based pricing frameworks across lines of business and products
Monitors and reports on risk-adjusted performance metrics across lines of business and products
Provides risk insights in support of strategy and product development as well as portfolio risk assessment.
Screening Criteria
Undergraduate degree in Business Administration, Finance, Mathematics, Actuarial Sciences, Economics, Accounting or related discipline
Minimum of 7 to 10 years of experience working in risk management, capital management and stress testing at a financial institution or Crown corporation
Bilingual in both official languages (French and English)
Experience managing specialized teams
Advanced knowledge of the different risks faced by a financial institution (e.g. credit, insurance, market, operational, etc.)
Advanced knowledge of capital supply and demand drivers (banking and insurance regulatory capital requirements, economic capital models and drawbacks, risk-adjusted performance measurement, capital budgeting and monitoring)
Advanced knowledge of enterprise-wide stress testing program execution and contingency planning
Assets
CFA and/or risk management designations
Experience working in a financial services and/or Crown corporation environment
Compensation Details:
- Capital Management 19: Salaries typically range from $109,810 to $146,413 annually, based on qualifications and experiences, plus a performance-based incentive.
Location
Export Development Canada is a hybrid work environment.
This role will be performed from EDC’s headquarters in Ottawa.
