External Description ------------------------------------------------------------------------ Description - Internal GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES Supervises and performs the planning, inspection, installation, operation, maintenance, and repair of the Building Automation Systems (BAS), Direct Digital Controls systems (DDC), for the following systems: heating, ventilation, air conditioning, and refrigeration (HVAC/R), combustion equipment, industrial air compressors, electrical, gas and water smart meters. Install required software, hardware, and programs for Building Automation Systems (BAS), Direct Digital Controls systems (DDC). SUPERVISION RECEIVED: Works under the supervision of the Operations and Maintenance Superintendent, Facility Manager and Base Civil Engineer. Superintendent assigns primary tasks. Work is evaluated in terms of accuracy, adequacy, timeliness, and conformance to trade work standards and measurements. DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES Supervises and performs the installation, maintenance, repair, and operation of HVAC/R systems Building Automation Systems (BAS) Direct Digital Controls systems (DDC): Identifies, analyzes, and explains specifications, drawings and schematics, and policies relating to HVAC/R systems. Diagnoses, isolates, and repairs system malfunctions. Adjusts and calibrates systems for optimum efficiency. Administers industrial water treatment for heating and cooling systems. Ensures compliance with environmental regulations for fuels, refrigerants, and hazardous materials. Design, develop, create and test custom operational programs for automated building control systems per project requirements and specifications using established standards. Design, develop and create custom graphics, trending, alarming and reports for automated building control systems to meet customer demands using establish standards. Troubleshoot BAS/DDC issues and errors to ensure proper system operation. Install and program BAS/DDC components for system upgrades and new installations. All other duties and tasks associated with BAS/DDC systems. Supervises and performs inspection activities: Inspects completed or in-progress work to ensure compliance with standard operating procedures, safety standards, military and commercial publications, and recurring work programs. Periodically inspects operational condition of HVAC/R systems. Interprets inspection findings, discusses findings with supervisors, and recommends improvements. Initiate state inspection of boilers, compressors, chillers, cooling towers etc; compile certificates and track. Responsible for tracking emissions, consumption of oil/gas/refrigerant/CFC’s and inventory. Will need to program and trouble shoot BAS/DDC systems. Performs planning activities: Performs facility surveys. Surveys proposed work to determine resource requirements. Prepares cost estimates for in-service work. Coordinates plans and other activities. Initiate state inspections of boilers, compressors, chillers, cooling towers etc.; compile certificates and track. Responsible for tracking emission, consumption of oil/gas/refrigerant/CFC’s and inventory. Will need to program and trouble shoot DDC systems. Weekend activities: Will be required to be available on call after duty hours and on weekends to monitor/adjust HVAC/R, environmental control systems, BAS/DDC systems. Performs recurring maintenance: Supervises and performs the recurring maintenance and seasonal overhaul on HVAC/R systems, Building Automation Systems (BAS) Direct Digital Controls systems (DDC) and related components. Inspects systems for leaking, corroding, faulty fittings, and inoperative components; to include condition and operation of related electrical units such as switches, starters, contactors, wiring, and fuse boxes. Inspects components parts such as pipe fittings, valves, pumps, filters, filter separators, meters, pressure gauges, and tanks. Checks equipment for serviceability and proper sizing before installation. Performs other duties as required. QUALIFICATIONS REQUIRED AT HIRE Knowledge is mandatory of principles of HVAC/R and their control systems BAS/DDC systems; combustion systems, air and water balancing, thermodynamics, psychometrics, and mathematics that apply to these systems; industrial air compressors; interpreting drawings and schematics; fundamentals of HVAC/R equipment and troubleshooting techniques; industrial water treatment; environmental regulations for fuels, refrigerants, and hazardous materials; and military and commercial publications. - Vocational/High School or Technical Diploma - Must have a thorough knowledge of principles and operation of mechanical heaters, ventilators, air conditioning and refrigeration equipment and demonstrate at least five years experience in commercial and residential work. Trade or vocational education may be substituted at the rate of one full academic year for six months experience. - Must possess fundamental knowledge of electricity as it applies to control circuits and heating, ventilating, air conditioning, and refrigeration devices. - Must be able to lift a minimum of 80 lbs. - Must be CFC certified - Must possess a valid MA drivers license - Qualify to operate government vehicle - Must be 18 years of age - Must have normal color vision - Freedom from fear of heights - Must be able to Climb various ladders 7. QUALIFICATIONS ACQUIRED ON JOB - Must follow and maintain a working knowledge of all applicable regulations, directives, standards and CE Operating Instructions and Policies - Participate in required training, seminars and assemblies - Utilize all personal protective equipment trained on and issued for safety - Must acquire a secret security clearance within 1 year of hiring date MINIMUM ENTRANCE REQUIRMENTS - Successfully complete a physical exam and drug test - Subject to random drug testing - Complete a nine-month probation period - Qualified personnel are hired IAW CE needs, state and federal policy, and affirmative action plan 9. LICENSE AND/OR CERTIFICATION REQUIRMENTS - Certification with chlorofluorocarbons/hydroflurocarbons (CFC/HCFC) for on base personnel, License in Heating and /or Air Conditioning - TIA Security and A training within one year of hiring date - Maybe required to acquire Massachusetts Refrigeration Technician License-Anyone who performs refrigeration work having a capacity over 10 tons in the aggregate. First consideration will be given to those applicants that apply within the first 14 days. Minimum Entrance Requirements: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.* II. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.* Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
