Kaiser Permanente Executive Director, HR Strategy, Learning & Development in Oakland, California

Job Summary:

This Executive Director- level position is primarily responsible for enterprise-wide strategy, design work and ensuring governance for Learning and Development at Kaiser Permanente. This includes oversight of the infrastructure for core capabilities like the operating model, learning technology, learning delivery and the measurement of learning impact, as well as the associated quality standards for learning practices, programs, and org-wide initiatives.

Essential Responsibilities:

  • Defines and manages learning and employee development infrastructure, quality standards, and performance monitoring on a national level. Ensures best-in-class service and learning outcomes for key enterprise clients such as National Patient Care Services and Compliance

  • Drives the reorganization of Learning and Development capabilities at KP which includes new enterprise governance and a new integrated operating model. This is a critical, multi-year initiative that will ensure: equitable access to relevant, quality learning across the organization, enterprise efficiency and effectiveness, and improved engagement, retention, and development of employees.

  • Leads a team of learning design and strategy leaders who shape Kaiser Permanentes capabilities for needs assessment, learner engagement, content creation and curation and measurement of business impact.

  • Collaborates with EBS and IT on the technology roadmap to ensure our Learning Management System (LMS), other learning platforms, LXP’s, the use of AI, and new technologies are leveraged consistently and appropriately within the learning organization.

  • Consults with national clients such as National Patient Care Services, Compliance, the KP Learning University (KPLU Steering Committee), and more to ensure high quality learning, leadership and employee development programs are designed, developed, and delivered to the enterprise, including engagement in vendor selection and management.

  • Partners with L&D leaders across the organization and convenes the broader L&D community on a regular basis through structured councils and Communities of Practice to coordinate activity, evaluate new vendors and technologies (including LMS platforms and new learning applications), and to reinforce enterprise learning standards.

  • Works closely with the HR Strategy Team and the ED of Reporting and Analytics to ensure learning data is consistently collected, measured, and used to inform decisions by business leaders across the enterprise.

  • Collaborates with Talent Acquisition leaders and data to build workforce intelligence about talent and capability gaps, future skills and strategies to enhance pipeline development, to inform and execute overall enterprise talent strategy.

  • The role requires a focus on enterprise leadership, business strategy, and a strong understanding of learning and development and the role that technology plays in its future. The position influences and engages with all levels of Kaiser Permanente.

  • Develops strategic direction for the business in support of designated functional HR area by staying abreast of internal and external perspectives, data trends, HR laws and regulations, and best practices; partnering with HR and business leadership to evaluate current and future HR and business requirements, to include business cases, to support strategic goals; aligning and integrating HR and business strategies across business lines and shared services; aligning resources; overseeing the execution of strategic action plans; and monitoring performance against SLAs and other key performance indicators.

  • Oversees the design, development, and execution of HR practices, programs, and initiatives by directing the development and implementation of tools, systems, and programs; ensuring the coordinated and timely execution of activities and ensuring buy-in across HR functions, project teams, and business partners; monitoring and identifying gaps in execution or communication; creating and deploying contingency plans to resolve implementation issues as appropriate; monitoring and measuring performance against plans and business objectives; and modifying design and implementation strategies as appropriate to accommodate continuously changing business demands.

Basic Qualifications:

Experience

  • Minimum eight (8) years’ experience in learning and development including learning technologies and designing learning tools.

  • Minimum twelve (12) years’ experience in human resources, business operations, or a field specified in the job posting.

  • Minimum six (6) years’ experience in a leadership role with or without direct reports, including at least three (3) years formal supervisory experience.

Education

  • Bachelor’s degree in human resources, Business, Social Science, Public Administration, or related field OR four (4) years of experience in a directly related field.

  • High School Diploma or General Education Development (GED) required.

License, Certification, Registration

Preferred Qualifications:

  • MBA

  • Master’s degree in Education or related field

  • Six (6) years’ experience managing operational or project budgets.

  • Five (5) years’ experience as an HR generalist or working across multiple HR disciplines.

  • Five (5) years’ experience in business analysis, including defining business requirements and validating solutions.

  • Five (5) years’ health care experience (health plan insurance and/or clinical care delivery).

  • Five (5) years’ experience in designing and implementing strategic equity, inclusion, and diversity initiatives.

  • Five (5) years of multicultural and/or equity, inclusion, and diversity consulting experience.

  • Masters degree in Human Resources, Business, Social Science, Public Administration or related field.

  • Senior Human Resources Professional Certification (SHRM-SCP or SPHR).
