Serco Site Operations Manager in Nova Scotia, Nova Scotia

Position Description

SUMMARY/PURPOSE:

  • Responsible for the coordinated management of multiple related projects, and ongoing operations support. Works with the local management team (who are responsible to the Program Director for the execution of their projects and its impact on the program) to monitor cost, schedule, and technical performance of component projects and operations, while working to ensure the ultimate success of the program.

  • Generally responsible for determining and coordinating the sharing of resources among their constituent Sections and projects to the overall benefit of the program. Usually responsible for stakeholder management, particularly stakeholders external to the organization.

  • Accountable to provide organizational leadership through developing, implementing and managing annual business plans to meet contract requirements for assigned sections.

  • Help our customer deliver vital services more efficiently, while increasing the satisfaction of the end users.

  • Ensure compliance with all Serco Canada Inc. policies and procedures, including but not limited to Code of Conduct and Ethics, Serco Management System, PDR’s, etc.

KEY RESPONSIBILITIES:

  • Plan, organize, direct and control the implementation of contracted services and operations for the client.

  • Authority in line with financial approval framework, including budgeting, KPI reporting and input into annual operating and capital budgets.

  • Direct subordinate Managers and employees in performance of section tasks and responsibilities.

  • Ensure all deliverables and other reports are completed accurately and on time to Serco corporate and client.

  • Ensure that standards for the accomplishment of short-term priorities are clearly articulated and that resources are made available to achieve the standard.

  • Track the success of major initiatives and make mid-course corrections.

  • Maintain strong working relationships with key external stakeholders.

  • Accountable for delivering optimal site results within appropriate performance metrics including quality, quantity, timeliness, productivity, customer satisfaction, and financial performance.

  • Accountable for developing, implementing, and managing to business plan and delivering the agreed outcomes.

  • Accountable for selecting, developing, and managing a high-performance team of employees to achieve expected outcomes. This includes delegating appropriate deliverables to subordinate staff and direct reports and holding them accountable for delivery with formal and informal performance reviews and management tools. This includes assignment of overtime where necessary.

  • Accountable for key supplier relationships, collaboration with corporate groups and other external stakeholders.

  • Accountable for ensuring that Serco’s interests are represented in joint partnerships or ventures.

  • Responsible for performance management of direct reports, subordinates, and employees, including authority to hire, initiate corrective action, terminate subordinate staff in line with HR approval model.

Business Development

  • Proactively manage opportunities to organically grow and expand the business.

  • Support other Serco Canada contracts and BD staff for rebids or proposal developments when requested.

  • Visibly demonstrate Serco Values and work practices and ensure that all staff across the organization are practicing these Values daily.

Health & Safety, Environmental:

  • Responsible for the safety of all personnel, equipment, and facilities under the scope of this position, in accordance with Provincial, Federal, Serco and customer safety regulations and procedures.

  • Accountable for developing and tailoring plans to drive for results in the areas of safety, compliance, service delivery and cost.

  • Comply with all regulations, policies and procedures pertaining to the operations including occupational health and safety, environmental, drug and alcohol, and quality.

Qualifications

JOB REQUIREMENTS:

EDUCATION /CERTIFICATIONS:

  • Bachelor's Degree in one of: Business, Commerce, Engineering or 15 years of experience in lieu of degree

  • Minimum of ten (10) years demonstrated work experience in a Facilities Management environment. Other combinations of education and experience may be considered

  • Program Management Professional certification (desired)

  • MS Office (Office 365) suite of programs (desired)

  • Operations experience on a military airport or base (desired)

  • Contractual understanding of commercial and labour agreements

  • Valid Driver’s License is required.

  • Ability to obtain and maintain Secret Level II security clearance is required.

KNOWLEDGE and EXPERENCE

  • Relevant experience in at least one FM project

  • Previous managerial/supervisory experience and strong performance management experience (required)

  • Financial Management (required)

  • Effective communication skills and ability to work cross functionally within the organization.

  • Solid technical, business and project management knowledge.

  • Relevant related industry experience is essential including experience in operations, business, airfield operations, and systems.

  • Able to effectively delegate authority as required.

  • Willing to take ownership for the outcomes of projects within scope of responsibility.

  • Strong planning, coordination, execution, and analytical skills.

  • A solid understanding of finance, purchasing and contracting, operations and maintenance, and engineering processes.

  • Strong business improvement ethos.

  • Proven ability to meet deadlines and changing priorities.

MENTAL AND PHYSICAL EFFORT:

  • Mental: Activities are moderate intensity at more than 4 hrs/day or high intensity at 2-4 hrs/day

  • Physical: Activities are low intensity, less than 2 hrs/day

Working Conditions:

  • Little exposure to disagreeable elements

  • Minor risk of injury, harm or illness
