The Civil Engineer will be responsible for reviewing and preparing project scopes of work amendments, managing project costs and eligibility determinations for FEMA Public Assistance projects. The position involves extensive collaboration with diverse stakeholders to ensure successful project execution, diligent monitoring of project progress and adherence to standards, and providing technical expertise on FEMA PA regulations and infrastructure solutions. This role also entails the critical review of cost claims for compliance with FEMA policies. We are seeking someone who can work on a dedicated full-time basis. You must not be engaged in other employment during our working hours. Verification, such as publicizing your role on LinkedIn, is required.

Candidates who apply for this position will be considered for independent contracting positions. In order to qualify as an independent contractor , the candidate must have an active EIN, registered business name, etc. Successful candidates will be required to obtain a FEMA badge; once obtained, that candidate is then eligible to be selected to begin work on projects based on client approval. This position will require the candidate to deploy to work at client sites as assigned.

Responsibilities for the Civil Engineer Include:

  • Review and prepare amendments to project scopes of work, ensuring compliance with relevant codes and standards.

  • Prepare and critically review project cost estimates, develop comprehensive cost analyses, and formulate clear eligibility recommendations in accordance with FEMA PA guidelines.

  • Collaborate effectively with a diverse group of stakeholders, including federal, state, and local agencies, contractors, engineering firms, and community representatives, to facilitate seamless project progression and achieve successful outcomes.

  • Monitor project progress against established timelines and budgets, track expenditures meticulously, and ensure adherence to stringent quality standards. Proactively identify and resolve potential challenges and roadblocks.

  • Serve as a technical expert on FEMA Public Assistance projects (Categories A-G), providing authoritative guidance on regulatory interpretation and developing innovative solutions to complex infrastructure repair and restoration issues.

  • Thoroughly review submitted cost claims to determine reasonableness and eligibility based on FEMA Public Assistance (PA) policies and procedures.

Qualifications for the Civil Engineer Include:

  • At least five (5) years of experience in emergency management, civil engineering, construction management, or a related field.

  • Bachelor-s degree or higher.

  • Certified Professional Engineer (PE).

  • Proven experience in managing and implementing projects under FEMA-s Public Assistance (PA) program, demonstrating a thorough knowledge of FEMA regulations and guidelines (Categories C-G at a minimum preferred).

  • Strong communication, interpersonal, and collaboration skills, with the ability to effectively interact with diverse stakeholders, including government officials, contractors, and community members.

  • Excellent organizational, project management, and problem-solving skills, with the ability to act as a consultant and provide constructive feedback to clients.

Compensation for the Civil Engineer Includes:

  • Hourly rate range of $55-$85. Compensation decisions depend on a wide range of factors, including but not limited to skills, experience and training, licensure and certifications, internal equity, location, travel requirements, and other business and organizational needs.
