U.S. Coast Guard Supervisory Instructional Systems Specialist, GS-1750-13 in Norfolk, Virginia

Summary This position is located in the Department of Homeland Security (DHS), U.S. Coast Guard, Force Readiness Command, Training Division, Performance Technology Center, in Norfolk, VA. Responsibilities The position serves as the expert in the principles, processes, and tools of the Human Performance Technology (HPT) and Instructional Systems Design (ISD) models and is responsible for managing the service-wide process that screens and scopes client requests to conduct performance analyses. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Supervising members of the Performance Analysis section, which consist of active-duty HPT and non-HPT graduates, as well as GS personnel overseeing the daily roles, responsibilities, performance and accomplishments. Performing the administrative and human resources management function relative the staff supervised including establishing guidelines and performance expectations. Serving as a lead human performance consultant to key stakeholders, responsible for creating, continually improving, and executing the process that identifies clarifies, prioritizes and assigns execution of HPT analysis across the Coast Guard. Leading teams and work groups established to close performance gaps present in any Coast Guard statutory mission area. Preparing instructional materials and delivering training to personnel on implementation of the various phases of the HPT and ISD model when new training initiatives resulting from equipment changes and new technologies warrant training to ensure a clear understanding and utilization. Serving as a Contracting Officer Representative (COR), responsible for managing contracts in support of the training program. Requirements Conditions of Employment U.S. Citizenship is required. This position requires a Secret clearance. Males born after 12/31/1959 must be registered for Selective Service. A one-year probationary period may be required. Must have or be able and eligible to earn and maintain a Dept of Homeland Security DHS certification as a Contracting Officer’ s Representative (COR). All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications AT THE GS-13 GRADE LEVEL: GS-13, TO qualify, applicant must meet the BASIC REQUIREMENTS of the position: Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirements listed above, applicants must have specialized experience as identified below. AT THE GS-13: Applicants must have at least year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience includes: Expert knowledge of instructional systems and performance technology along with the skill sufficient to serve as instructional systems specialist in all areas of the instructional design process. Expert knowledge and skill to analyze performance problems and to identify appropriate performance interventions. Expert knowledge of instructional systems and performance technology including areas of analysis, instructional design, development of alternative delivery systems, and implementing performance interventions which enhance training proficiency while minimizing time and cost. Expert knowledge and skill of the latest developments in the field of performance and instructional technologies to ensure organizational needs are met and to functions as lead designer, developer, and evaluator for internal and external evaluation systems. Advanced familiarity with and experience in applying analytical techniques (i.e., performance and organizational analysis, strategic needs/goal analysis, gap analysis, front-end analysis, job task analysis, training needs analysis, task analysis, cost benefit analysis) the Coast Guard uses to study and solve workforce performance problems. Ability to provide mastery level consulting, advice, and recommendations regarding all processes used to analyze, evaluate and recommend both traditional performance support (i.e., resident training or job aids) and modernized performance mixed modality support (i.e. mobile applications, electronic performance support systems, self-paced eLearning, and blended online and remote training). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Recruitment Incentive: Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 10% of the salary, including locality for this position.
