The City of Norfolk’s Department of General Services is seeking an Operations Manager to be responsible for daily operations, all aspects of animal care, team leadership and staff functions at Norfolk Animal Care Center.

Coordinates departmental services and manages the administration of the operation’s units. Coordinates the development of unit and departmental budgetary requirements. Directs special projects and daily operations of work unit.

Essential Functions

  • Direct oversight of lifesaving operations at the Animal Care Center, reporting to the Bureau Manager

  • Model and promote a diverse and inclusive staff culture that is friendly and outgoing, collaborative, and free of judgement.

  • Facilitate training to promote staff growth and development, implementation and adherence to best practices and organizational policy.

  • Assist in training and mentoring team members to promote consistency and ensure operational expectations and standards are in place.

  • Identify areas of opportunity and growth for implementing industry best practice programs that keep Norfolk Animal Care Center as a leader within the animal welfare community.

  • Implement and monitor animal care initiatives to meet and exceed the standards of humane animal care.

  • Understand and implement operational compliance with current federal, state, county and local laws, regulations and guidelines that affect operations, to include management of controlled substances.

  • Establishes, manages, and archives operational guidelines and protocols for a safe work environment; models safe working practices and ensures staff compliance with personal protective equipment directives.

  • Inputs and analyzes data in Microsoft Excel, PetPoint (animal shelter software) and other database programs; high degree of accuracy and skill required.

  • Participates in the budget process with the Executive Team to develop and adhere to the approved budget.

  • Streamlines logistic management and maximizes functionality of the facility.

  • Oversee the staff evaluation process.

  • Assist with the inventory and ordering of shelter supplies.

  • This is an essential position; incumbent will be required to report to work during inclement weather when the City is closed.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Required:

  • Three years experience.

Preferred:

  • Academic courses or areas of concentration: Veterinary Technology, Veterinary Science, Animal Care or a closely related field.

Additional Information & Requirements

  • Valid Driver's License required.

Work Schedule: Hours are scheduled Saturday through Friday, 40 hours per week. Hours may

require additional flexibility, nights, holidays and weekends.

Signing Bonus: This position is eligible for a $5,000 signing bonus.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
