McLaughlin Research Corporation has an opening for a full time

Emergency Management/Continuity of Operations (EM/COOP) Specialist

based at the NUWC Division Newport, RI. The elements of a Continuity of Operations Plan (COOP) prepares and organization for performing essential operations during an emergency situation or long-term disruption. The qualified candidate must demonstrate knowledge of Emergency Management.

Roles and Responsibilities:

  • The Specialist shall coordinate responses with Naval Undersea Warfare Division Newport (NUWCDIVNPT), Naval Station Newport(NAVSTANPT), NAVSEA, and local agencies during emergency situations to identify actions required and any potential recovery operations.
  • The Specialist shall participate in meetings with department EM/COOP response representatives and coordinate the development of COOP; standard operating procedures (SOPs), Business Process Analysis (BPA), Business Impact Analysis (BIA), and Mission Essential Functions (MEFs).
  • The Specialist shall coordinate inputs and develop and maintain NUWCDIVNPT EM/COOP; plans, policies, procedures, training/exercises, and mass notification systems to ensure compliance with Department of Defense and US Navy regulations.
  • The Specialist shall document training and exercise after-action reports (AAR s) and update applicable qualification records.
  • The Specialist shall analyze and assess local hazards and threats, and develop associated threat, risk, criticality, and vulnerability assessments.
  • The Specialist shall develop Emergency Action Plans (EAP s)and Guides (EAG s) for NUWCDIVNPT facilities and special events.
  • The Specialist shall provide assessments of all critical staff and maintain required communications assets (GETS/WPS Cards, Cell Phones, etc.).
  • The Specialist shall participate in all EM/COOP training and exercises as directed by the EM/COOP Program Manager. These events will be located at NUWCDIVNPT, NAVSTANPT, Detachments or other geographic locations.
  • The Specialist shall support NUWCDIVNPT and the EM/COOP Program Manager in additional EM/COOP responsibilities, to include providing support for agenda development in meetings, action item assignment and tracking, and providing the PM with the latest status of open and closed actions.
  • The Specialist shall utilize an all-hazards construct to prepare for, respond to, recover from, and mitigate against disasters.
  • The Specialist shall activate an EM/COOP plan to respond to man-made and natural disasters.
  • The Specialist shall coordinate emergency response efforts with NUWC, NAVSTANPT, state and local organizations to save lives and protect property.

Job Requirements:

Candidate must have a degree related to emergency management or continuing operations, or demonstrate at least one year of specialized experience in the field. specialized experience must demonstrate the following:

1) Applying concepts, principles, and practices of EM/COOP

2) Utilizing an all-hazards construct to prepare for, respond to, recover from, and mitigate against disasters

3) Activating or dry-running activation of an Em/coop plan to respond to man-caused and natural disasters (i.e., hurricanes, earthquakes, CBRNE, hazmat, severe weather, etc.)

4) Coordinating emergency response efforts with NUWC, NAVSTANPT, State and local organizations to save lives and protect property

5) Have a working proficiency in Microsoft products (word, PowerPoint, excel, etc.)
