Title:

Chief Technology Officer

KBR is seeking a Chief Technology Officer (CTO) to join our team in support of the Surface Warfare Schools Command (SWSC) in our Newport, Rhode Island location. In this role, you will play a pivotal leadership role, steering the technological direction and ensuring the alignment of technology initiatives with the overarching training and education objectives for all Naval Surface Forces. This key executive is responsible for spearheading the development of education, training, and simulation technologies, maintaining compliance with government and military regulations, and fostering innovation in cybersecurity, systems engineering, and information technology solutions to bolster SWSC’s incorporation of technology and information systems to modernize SWSC educational and administrative capabilities. The role demands an individual who is both a visionary and possesses a profound background in the science of education and the latest education, training, and simulation technologies, alongside a security clearance and adeptness in navigating complex government contracts and regulatory landscapes.

Role and Responsibilities:

  • Strategy & Leadership: Craft and executes a cohesive technology strategy and vision that resonates with the Command’s education and training goals. Lead a dedicated team of educators towards advancing surface training capabilities and innovation.

  • Security & Compliance: Guarantees that all technological practices and systems strictly adhere to government and military security standards. Oversee the process for gaining Authority to Operate (ATO) and acquisition and upkeep of necessary security workforce certifications for the training technology department.

  • Innovation & Development: Propels the adoption of state-of-the-art technologies and methodologies within training systems engineering, virtual learning system information management frameworks, and technical management of information technology to elevate the Command’s training and student data management capabilities. Direct research and development projects aligned with the wide range of Surface Navy individual and team training objectives. Evaluate emerging technologies and prototype programs, guiding their use to satisfy valid Command mission requirements.

  • Government Collaboration: Maintains robust communication across all Training Directorates, Systems Commands, the Office of Naval Research (ONR) and other Naval Education and Training Center (NETC) Learning Centers (LC) to assess technology requirements and opportunities for enhancement and to identify and leverage suitable emergent technologies to improve the student learning environment. Render analysis and reports on the utility and effectiveness or research projects for Command leadership. Ensure technology solutions and projects are in strict compliance with government contracts, regulations, and expectations.

  • Risk Management: Vigilantly identify and mitigates risk related to cybersecurity, the deployment of technology in Navy training environments, and adherence to government regulations. Formulate comprehensive disaster recovery and continuity strategies.

  • Stakeholder Engagement: Serves as the principal technology advisor to the Commanding Officer, Executive Director, and other Surface Navy training stakeholders, facilitating clear and effective communication with resource sponsors, Systems Commands, Learning Centers, education industry partners, and internal teams to guarantee the strategic alignment of technology projects.

Basic Qualifications:

  • Bachelor's degree or higher in Computer Science, Educational Technology, Engineering or Technology instructional design, or a related field, with a specialization in modeling and simulation. Master's degree preferred.

  • Certifications in defense, security, or technology management and Defense Acquisition is highly desirable.

  • A minimum of 10 years of experience is required.

  • An active security clearance or the capability to obtain the necessary clearance levels mandated by government contracts.

  • Extensive leadership experience in the technology and education realm.

  • Experience in Navy education and training management is a plus.

  • Demonstrated proficiency in devising and deploying technology solutions that meet the rigorous demands of educational environments.

  • A thorough understanding of government contracting processes, defense procurement, and regulatory compliance requirements.

  • Exceptional leadership abilities with the capacity to motivate, guide, and develop a high-performing technology team aligned with the Command’s missions and objectives.
