Roles and Responsibilities:

  • Prepares NJ TRANSIT grant applications for the FTA, as well as other funding agencies. Ensures statutory, planning and administrative requirements are met before grant applications are submitted.

  • Provides technical assistance and guidance and reviews federally required documentation and reports for completeness and compliance with federal requirements. Coordinates, compiles information and writes the documents and reports required by FTA. Provides technical assistance to project managers and other writing plans. Drafts correspondence to FTA regarding federally-funded capital projects and compliance issues.

  • Assists with the Triennial and State Management Reviews and conducts reviews of policies and procedures, recommends corrective action and provides compliance guidance to NJ TRANSIT personnel. Ensures that procedures and documentation are in compliance with FTA’s requirements.

  • Monitors FTA web site for new or revised rules and regulations, writes compliance guidance and notifies appropriate NJ TRANSIT personnel as needed.

  • Establishes and revises funding in CPAS, TRAMs, NJCFS, GA&C capital funding database. Enters quarterly reports in TRAMs, and performs other grant related functions.

  • Assists with the annual flexing of FHWA High Priority Projects, FHWA, CMAQ and FHWA STP funds to FTA. Coordinates with senior level NJDOT staff to develop obligation strategy to flex funds to FTA.

  • Assists with the STIP/TIP amendment process and Year End Obligation Report.

Knowledge and Skills:

  • Bachelor’s Degree in Business or Public Administration from a US Department of Education accredited college or university, and three (3) years of grant administration or accounting/financial experience.

  • Knowledge of federal (FTA) and state rules and regulations desired; strong communication and writing skills and computer skills in Word/Excel required.

  • One year of closely related experience can be substituted for each year of education required.
