Description
The Purchasing Coordinator is responsible for coordinating the workflow pertaining to the PVSC contracting process within the Department of Purchasing, Records and Inventory Management. This will include responsibility for the production and maintenance of recurring contracts for goods and services, including the assignment of contract numbers, the creation of bid specification packages, the receipt and tracking of bid proposals, and the management of the contracting process.
Minimum Requirements
Education: High School Diploma or equivalency certificate required. Bachelor’s degree in business supply chain management or related field preferred. Additional training in business, contracting, accounting, and computer applications is desirable.
Experience: Three (3) years of experience in public purchasing, including experience with the creation, production, and maintenance of contracts for a municipality or other public entity, is preferred. In lieu of public purchasing experience, related work experience in other positions will be considered.
Requirements: Knowledge of general contracting procedures, specifically in the area of public bidding as it relates to the New Jersey Local Public Contracts Law and the New Jersey Administrative Code. Must have knowledge of bid specifications for goods and services typically procured for large wastewater treatment plants. Must be able to utilize Microsoft Office software, as well as learn and utilize PVSC’s Work and Asset Management software, specifically the modules related to Purchasing and Finance. Must be able to organize assigned work, develop effective work methods, and establish and maintain suitable records and files. Must be able to work as part of a team, and be proficient in preparing clear, concise and accurate evaluations and contracts.
Physical Demands: Ability to perform the essential functions of the position with or without a reasonable accommodation to ensure the health and safety of oneself or others is maintained. Position often requires the production, transport, distribution, and filing of bid specifications and drawings, contracts, and other documentation. To perform the essential functions of this position the employee must be able to stand, walk, sit, balance, kneel/squat, crawl/crouch, reach above shoulders, reach forward, reach below waist, use both legs and hands, lift/carry/push/pull up to 25 lbs., and have manual dexterity.
Working Conditions: General office environment. Workers are employed in conditions associated with a wastewater treatment plant and sewer collection system and may be required to work both indoors and outdoors.
