Summary:

Assists procurement staff and clients by performing assigned research, analysis, business systems and data tasks under the direction of Procurement & Logistics Department management.

Roles and Responsibilities:

Research:

  • Conducts spend analysis for Procurement and operating departments, including Small Business Enterprise awards and Purchasing Card use.

  • Maintains external contacts with other national and regional transit systems to exchange information on cost and pricing trends.

  • Develops pricing tools to quickly respond to market needs and trends.

  • Researches, maintains and updates cost and pricing templates.

  • Provides research support for internal NJ TRANSIT users, as well as external parties and consultants engaged with NJ TRANSIT.

Estimating:

  • Performs Independent Cost Estimates.

  • Guides client departments on the creation of Independent Cost Estimates.

  • Develops analytical pricing models and applications for NJ Transit Operating departments.

Data Management, Reporting & Analysis:

  • Researches, maintains, and updates databases within the Department including NJ TRANSIT relevant data, economic measures, and prices.

  • Assesses data through qualitative and quantitative methods to effectively analyze market costs and pricing.

  • Responds to requests for data and information from both internal and external sources.

  • Develops and issues custom and standard reports as needed.

  • Maintains and “cleanses” data for reporting.

Procurement Support:

  • Supports the Procurement Department in the collection, and analysis of data and other market research to support the development of category and commodity strategies.

  • Assists contracting officers with reviews, analysis and appraisals of bids and proposals. Performs cost and price analyses as directed.

Systems of Record:

  • Performs all duties within the currently approved systems of record or, where manual processes are employed, properly maintains documents in conformance with document control policies.

  • Assist in maintaining business processes and templates for Systems of Record.

  • Assist in developing and delivering training within department on the use of Systems of Record.

  • Assist with in-department user support.

Training:

  • Remain current on all required training.

  • Create a development plan for your career.

Other Responsibilities:

  • Tracks and reports on work activities with the end result being professional, transparent, efficient execution of duties.

  • Provides both proactive and prompt responsive customer service to client departments on their procurements.

  • Performs other duties as assigned by Procurement Leadership.

Education, Experience and Qualifications:

Bachelor’s degree in business, Public Administration, Law, Engineering, Economics, IT or related degree area, with a minimum of three (3) years of related experience, or any combination of education and relevant experience.

Knowledge and Skills:

Technology – Must be able to work proficiently in the following Systems of Record: ECMS, Microsoft Office Suite (Outlook, Access Databases, Excel Spreadsheets, Word, PowerPoint, Project, Teams), Adobe, Oracle ERP, Kronos, Bid Express, and other systems in use or under development. Systems may change over time.

Communication – Must be able to understand active listening and have very good written and verbal communication skills required.

Procurement - Must be able to adhere to KPIs. Must have experience cost analysis and estimating. Must be experienced in data management and report creation. Must understand the concept of the procurement market.
