Roles and Responsibilities:

  • Responsible for funds management, administration, and tracking of pass-through grants within Community Mobility. Recommends grant revisions when necessary to facilitate prompt grant close-outs and maximum use of available funding. Reviews all grant scope and budget changes for compliance and consistent application of federal and state requirements.

  • Manages and ensures appropriate allocation and entering of federal and state funding awards in CPAS, PRINTS, and Oracle.

  • Ensures financial compliance with all FTA and State requirements with regard to pass-through grants administered by Local Programs and Community Mobility. Formulates policies and procedures to ensure compliance.

  • Provides advice and assistance in developing strategies and approaches to assure maximum amount of future funding available for pass-through to subrecipients, including recommendations for matching requirements and formula distribution of funding within New Jersey.

  • Facilitates cash flow by ensuring reimbursable funding is administered appropriately both for external subrecipients/ vendors and internal administration expenses

  • Supervises the development of purchase requisitions (for subrecipient contracts, vehicle purchases, and consultant services) and check requisitions to ensure sufficient funds and board authority is in place to allow procurement or pass-through contract to proceed.

  • Manages staff to ensure timely and accurate payment of vehicle manufacturers and reimbursement of subrecipient invoices.

  • Responsible for responding to annual compliance audits and preparing for the State Management Review, ensuring that procedures and documentation are in place and compliant with all requirements.

  • Manages the Community Mobility Finance group to prepare and maintain financial documentation according to internal procedures. Assists Local Programs and Community Mobility with FTA quarterly reporting on complex federal grants with multiple subrecipients and multiple activity codes, the preparation of operating budget and capital program documentation, the preparation of all tracking forms required for capital program implementation, and other financial reports as necessary.

  • Interacts with all levels of management to facilitate the development and flow of financial information related to pass-through grants and vehicle purchases. Ensure prompt payment of invoices, prompt expenditure and close-out of grants.

  • Prepares non-Purchase Order requisitions in Oracle system.

  • Performs other duties as required by Local Program and Community Mobility.

Supervision given to:

  • Community Mobility finance team that may include up to three (3) finance administrators

Education, Experience, and Qualifications:

  • Minimum: Bachelor’s Degree in Finance, Accounting, Business Administration or other related field from a US Department of Education accredited college or university

  • Six (6) years of financial administrative experience.

  • Preferred: Experience with federal transit grant experience desired.

Knowledge and Skills

Essential:

  • Knowledge of and experience with generally accepted budgeting, accounting, and reporting principles and practices required.

  • Knowledge of and experience with grant administration required.

  • Working knowledge of MS-Office products such as Excel and Word.

Preferred:

  • Working knowledge of financial systems such as CPAS, PRINTS, PRINTSAUX and Oracle desired

  • Experience with federal and state cost principle regulations related to funding and regulatory requirements is desired.
