Roles and Responsibilities:

  • Directs the development of the Bus and Rail Operating and Capital Budgets to ensure adequate

  • funding of all planned expenditures. Directs the development of financial and operating

  • performance measures and targets based on analyses and Senior Management priorities.

  • Reviews analyses of financial performance against operating and capital budgets and against

  • established measures of financial and operating performance. Compares results with information

  • from other agencies. Recommends appropriate corrective actions.

  • Reviews analyses pertaining to relevant financial issues. Oversees the maintenance of a

  • comprehensive database for development and preparation of budget and financial presentations,

  • reports, press releases and reviews. Controls client/server Automated Budget System (ABS) for

  • operation.

  • Ensures appropriate contact with State officials (DOT, OMB, OLS, Governor’s Office), federal

  • agencies (DOT, FTA), APTA, other transportation properties and transportation advocacy groups.

  • Provides guidance on sound financial management and budgeting principles. Provides

  • appropriate training pertaining to budgeting processes, using client/server and personal computer

  • systems and applications.

Education, Experience and Qualifications:

  • BA Degree in Finance, Accounting, Business Administration or another related field

  • MBA/ CPA desirable.

Knowledge and Skills:

  • Eight years of budget and financial experience including five years of management level

  • experience.

  • Knowledge of mainframe, client/server and personal computer financial applications required.
