Summary:

  • The Assistant Director is responsible for managing the agency’s prioritization and assessment process for a portfolio of infrastructure capital projects and programs and for the 5-year capital plan and coordinating the intake of new projects on a rolling basis. They are a transportation planner or engineer focused on improving how Capital Planning evaluates and ranks infrastructure projects using network modeling and data analytics.

  • The role includes identifying critical infrastructure and facility investments leveraging data analysis, geospatial analysis, and transit service modelling tools. They also perform analytics to help identify how to merge fleet planning with service scheduling and available facilities to analyze future facility and infrastructure needs to provide reliable and dependable service.

  • The Assistant Director will play a key role in leading research and development activities that are essential for incorporating new technologies and practices into major infrastructure and facility projects.

  • Responsible for maintaining Capital Planning’s database of fixed infrastructure asset performance to inform project and program needs to ensure reliable service. They will also be tasked with performing modelling exercises to identify future projects and program needs to meet existing and future service goals.

  • The Assistant Director will also be tasked with providing technical reviews for proposed concepts and plans for projects and programs based on service and operation’s needs.

Roles and Responsibilities:

  • Directs Capital Planning’s infrastructure planning activities and leverages inhouse and external resources to develop modelling and analytical techniques to inform capital project development, planning, and prioritization.

  • Manages the annual update of the capital plan with a focus on the agency’s portfolio of fixed infrastructure needs.

  • Maintains the agency’s portfolio of infrastructure and yard assets and develops analytical approaches to identify operational, and service based needs to improve the agency’s reliability, efficiency, and state of good repair.

  • Manages Capital Planning’s geospatial and modelling data for infrastructure and develops new tools and methodologies for staff to use for project planning and development activities.

  • Directs the development of analysis processes to review existing system performance to identify infrastructure improvements.

  • Reviews service requirements to develop yard and facility needs based on existing and future service structure.

  • Directs and supervises internal staff and consultant teams on research and development activities that can include developing infrastructure performance requirements based on operational needs, infrastructure master planning, infrastructure planning for new mobility initiatives, and project development studies.

  • Develops network analysis studies, assessments, research, and other initiatives necessary to create new projects, validate existing projects and develop capital plan documents.

  • Directs the development of analytics and other planning activities to develop business cases for major infrastructure projects and programs.

  • Serves as an advisor, task lead, or subject matter expert for major projects and programs in the fields of infrastructure planning, infrastructure modelling, and infrastructure analytics.

  • Coordinates with stakeholders internally and externally to progress the capital planning process and support project development and implementation.

  • Coordinates the development of requests for proposals (RFP) and other scope documentation for key capital initiatives and projects. Serves on technical evaluation committees for consultant selection for planning and design projects participates in internal steering committees and task forces and serves as a subject matter expert for projects of strategic importance.

  • Attends meetings and conferences to represent NJ TRANSIT at events and to gather best practices for the agency.

  • Performs research, accumulates, and institutionalizes NJ TRANSIT design and planning practices based on global best practices in transportation planning and project development.

  • Directs activities that include modeling, planning, and designing future transportation networks that meet the goals of the agency. Leading research & consultant tasks. Managing planning staff performing internal activities.

  • Prepares the scope of work, task descriptions, budgets, and schedules for major project development studies of strategic importance. Administers budget, schedule, and preparation of required reports on assigned projects.

  • This position supervises: Manager of Infrastructure & Facilities Planning, Principal Planning Analyst, Principal Infrastructure Planning Coordinator.

Education, Experience, and Qualifications:

  • Bachelor’s Degree in Transportation Planning, Engineering, or related field, and seven (7) experience in transportation planning, transportation engineering, or a related field to planning/engineering for public transportation, public infrastructure, or urban design.

  • A Master’s Degree is preferred in Planning, Engineering, or Public Policy and can substitute for two (2) years of experience.

  • Years in research or a PHD program can be used to substitute required years of experience.

  • At least 2 years of experience managing individuals or research activities in the following fields: planning, engineering, system modelling.

Knowledge and Skills :

  • Knowledge of transportation planning principles and techniques for any of the following: bus, rail, and light rail

  • Knowledge of facilities and operations, contracting principles, and project and budget management is preferred.

  • Experience with Geospatial tools is preferred.

  • Experience with Transit Infrastructure modelling or relatable modelling tools is preferred.

  • Strong mathematics and analytics background is preferred.

  • Experience in capital project development, programming, and planning activities is preferred
