Job Overview:

The Privacy Officer will oversee and maintain a comprehensive and effective Privacy compliance program for assigned RWJBH locations in the designated region, which will include Newark Beth Israel Medical Center(NBIMC), Robert Wood Johnson University Hospital Rahway, and Trinitas Regional Medical Center, in coordination with system-level direction for RWJBarnabas Health privacy program and initiatives. This position reports to the VP Quality, Safety & Experience at NBIMC.

Qualifications:

Required:

  • Bachelor s Degree

  • Demonstrated knowledge of HIPAA Privacy, HIPAA Security, and applicable state privacy statutes and regulations

  • Working knowledge of hospital operation processes and/or electronic medical record systems

  • Ability to detect deficiencies in processes and determine educational needs to improve outcomes

  • Minimum of 5 years of general healthcare experience with knowledge of hospital operations

Preferred:

  • Master s Degree

  • HIPAA Privacy Officer or Risk Management experience

  • Certified in Healthcare Privacy Compliance (CHPC)

Essential Functions:

  • Identify opportunities to reduce privacy risks at the affiliates.

  • Initiate, facilitate, and promote activities to foster a culture of privacy compliance at the affiliates.

  • Investigate, document, and determine the probability of compromise for privacy investigations/grievances received via patient and staff complaints, EHR audit trail monitoring program, corporate compliance hotline, incident reporting, Data Integrity reported events, patient portal reported events, and others as reported within designated sites.

  • Complete privacy risk assessment, create patient notification correspondence, and document corrective action plans for confirmed privacy incidents.

  • Respond to government investigations if needed in conjunction with RWJBarnabas Health Legal Affairs.

  • Manage reporting of confirmed privacy breaches to the Office for Civil Rights annually.

  • Develop and oversee privacy sanctions log.

  • Manage, and investigate, results of Protenus audit trail privacy monitoring program for designated sites, coordinating such with RWJBarnabas Health Legal Affairs, Operations, and Human Resources.

  • Liaison with applicable third-party Business Associates regarding privacy matters and investigations.

  • Facilitate patient requests to opt-out of the Health Information Exchange and/or Research Partners.

  • Consult with Health Information Management (HIM) and Release of Information vendor and as applicable, the clinical team, in responding to requests to access medical information and address compliance with Information Blocking requirements.

  • Consult with HIM and, as applicable, the clinical team, in responding to requests to amend protected health information.

  • Consult with HIM, and Operations in their process for responding to requests for accounting of disclosures, and coordinate with departments across the designated sites to ensure that all applicable departments are tracking those disclosures that must be tracked.

  • Act as a liaison with other system Privacy Officers and participate in system-level privacy meetings.

  • Attend department and leadership meetings as needed as a representative for Privacy.

  • Create periodic summaries of privacy related compliance and investigative activities, and if requested, report those summaries to various affiliate and system-wide committees and officials.

  • Facilitate effective communication regarding privacy initiatives.

  • Present HIPAA education at new hire orientation in collaboration with HR and System Privacy Officer.

  • Formulate, in consultation with RWJBarnabas Health Legal Affairs, and provide focused privacy training in response to particular incidents at sites.

  • Serve as a resource for privacy questions from the assigned sites, regarding the application of relevant policies and procedures in consultation with RWJBarnabas Health Legal Affairs.

  • Maintain rapport with all business units to facilitate the spirit of collaboration.

  • Perform other duties as assigned.
