S ummary

The V ice President Programs ( Mentoring ) /BU Deputy Lead Position is responsible for planning, Identifying, and deliver ing projects to meet SBDP Goals ; s treamlining processes to maximize the return on the SBDP program; assist ing the BU Lead to monitor performance and resolve conflicts among all groups within the BU as well as being a liaison between Scope A and Scope B. The VP is also the liaison with all Stakeholders outside the BU , such as Engineering , Contracting, Legal, Stations, EMD, OSS, etc. The position also involves planning the staffing and resource management in the BU. It also serves as a legal/procurement advisory role for the SBP BU Production Group; this position has the functional role of deputy to the BU l ead .

Responsibilities

The Vice President of Programs , Mentoring/BU Deputy Lead , is responsible for mentoring and educating contractors working within the Small Business Program (SBP) unit in the MTA Construction and Development (C&D) Delivery Department.

Pre- q ualif y contractors, con duct constructability reviews, educate and train internal staff, coordinate recruiting events with the Department of Diversity and Civil Rights (“DDCR”), define the contractor education curriculum for new contractors, and plan projects/programs .

M anag e and work with the Management Consulting Firm and the contractors to ensure project delivery is safe, efficient, on schedule, within budget, and per project documents, contractual requirements, and relevant policies, procedures, standards, and guidelines are adhered to.

R esponsible for working with DDCR to Promote the SBP Program.

This position also involves recruiting potential contractors for the program.

C oordinat e and attend various outreach events.

The successful candidate will also be responsible for modifying and creating BU operating procedures for all the various groups within the BU.

Re sponsible for coordinating and ensuring that all Program/Project Controls are implemented and adhered to.

This person will also be responsible for responding to all questions originating outside the BU , such as the MTA Press Office, C&D President’s office, MTA Audit , and various state agencies.

The position is also responsible for coordinating and responding to various internal and external audits.

M onitors project status, mitigates risk, and resolves project issues, consulting with and providing recommendations to senior management for critical issue resolution.

C oordinate project delivery activities with C&D and operating agency personnel and guide staff, contractors, consultants, and agency forces to safely and efficiently execute capital projects .

Responsible for directing the existing (up to $500 million) program and future programs intended to develop and grow small businesses, including minority and women - owned businesses , as prime contractors to accomplish MTA projects and direct the work of a third-party consultant firm in the prequalification, training, contracting , and mentoring of these small businesses to achieve the completion of projects for all MTA Agencies in a safe, timely and efficient manner.

Manage comprehensive document control and retention.

Manage the preparation of reports, presentations, research, and studies.

Manage staff selection, coaching, training, development, evaluation, and discipline/termination as needed.

E d ucation and Experience

Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, Marketing, Finance , or a related field.

Must have a minimum of fifteen (1 5 ) years of related experience

Must have a minimum of ten (10 ) years in a construction program/program management or supervisory role in a large, multi-faceted organization.

Advanced Degree s are a Plus

Licensed Professional Engineer or Registered Architect desirable.

PMP and CCM Certifications are preferred.

Competencies :

Working knowledge of New York City and MTA construction practices and regulations.

Must possess extensive experience communicating in a public forum representing a public Agency.

Demonstrated understanding of construction scheduling and estimating practices.

Working knowledge of general accounting principles.

Working knowledge of contract law.

This position requires a unique set of skills that involve the ability to guide a complex program of performing contract work while mentoring and growing small firms in the MTA operating environment.

The problems addressed daily require an in-depth knowledge of contracting, accounting , engineering, and construction.

The incumbent must be able to encourage companies to perform complex tasks while ensuring the health and growth of their companies.

E stablish and maintain good working relationships in multiple departments of MTA Agencies.

Experience managing a mentoring program at the MTA or similar agency preferred.

Advanced Degree s are a Plus

Significant experience in program management for major construction programs with highly complex systems i s preferred.

Experience leading and managing contractors, subcontractors, or vendors.

Excellent communication and interpersonal skills.

Demonstrated ability to work in a high - profile, high - pressure environment effectively.
