Senior Project Management Officer

POSITION DETAILS

Reporting to the Executive Director of the Program Management Office (PMO), the Senior Project Management Officer develops projects, guidelines, policies, practices and systems to deliver enterprise-wide solutions that drive human resources strategy at the City University of New York. The Senior Project Management Officer provides project leadership and collaborates closely with the University Human Resources (UHR) Executive team, Finance, CIS, Labor Relations, Procurement and Academic Affairs teams to identify and implement methods for improving current HR processes, promoting process efficiency and standardization and data integrity.

Key Responsibilities include but not limited to:

  • Directs HR data management initiatives (reporting, auditing, integration) to support compensation analysis, pay decisions, policies and guidelines for employee and candidate transactions, job analysis and other human resources programs.

  • Controls HR project portfolio to support the UHR Executive team in developing, implementing and administering human resources programs and technology tools.

  • Creates and implements solutions, standards and controls that lead to efficient processing of transactions and data integrity.

  • Establishes and maintains relationships with collective bargaining units and develop analytics necessary for contract negotiations.

  • Develops best practices and maintain regulatory compliance, including compliance with multiple collective bargaining agreements.

  • Develops policy, models, and tools for HR initiatives such as compensation structure recommendations, job analysis and benchmarking.

  • Evaluates current and proposed operational systems and leads the design and implementation of operational policies, objectives, and initiatives.

  • Leads HR projects from end-to-end (full project lifecycle ownership) including external and internal stakeholder relationships, resources, budget, change, risks and developing communication materials.

  • Produces, reports and analyzes human resources data for consistent, compliant, and competitive practices.

  • Develops and oversees reporting to ensure timely completion of annual activities such as salary advancements, service updates, one-time activities necessitated by business changes, implementation of negotiated agreements or in support of strategic initiatives.

  • Performs special projects and related duties as assigned.

NOTE:

  1. Until further notice, this position is eligible for a hybrid work schedule.

QUALIFICATIONS

Minimum:

Bachelor's degree and eight years' related experience required.

Preferred

  • Project management experience, including gathering requirements from the client / business and documentation, tracking and planning projects.

  • Intermediate level of proficiency with MS Project, MS Access, Excel, Visio, PowerPoint and SharePoint with experience presenting to stakeholders and / or Senior Leadership.

  • Interpersonal skills to influence and spur change, facilitate and enhance performance within a cross - functional environment.

  • Demonstrate decisiveness in resolving business problems, making decisions and identifying priorities.

  • Excellent leadership, communication (written, verbal and presentation) and interpersonal skills.

  • Experience negotiating vendor contracts.

  • Experience drafting and submitting budget proposals and recommending subsequent budget changes where necessary.

  • Experience in successfully leading projects and programs to on-time, on-schedule and within budget close.

  • Serves as a consultant to management in investigating current situations and in identifying the scope of the problem and potential solutions

  • Conducts studies and reviews to design organizational or systems improvements, developing appropriate measurements and goals

  • Serves as a change management leader in implementing major organizational or systems improvements; develops and executes implementation plans, reporting results and issues to management

  • Develops and implements training, communications, ongoing task forces and teams, and other support to maintain and build on results

  • Performs related duties as assigned.

COMPENSATION AND BENEFITS

Salary range is $119,995 - $129,310 , commensurate with credentials, education and experience.

CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will be adjusted by 6.09% with additional increases of 3.25% effective 9/1/2025 and 3.5% effective 9/1/26, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
