Job Description:
The Senior Manager for BABA Compliance & People Strategy is responsible for leading the development, execution, and management of a comprehensive BABA (Build America, Buy America) compliance initiative, with a strong focus on regulatory compliance, program and process development, team management, project and client management. This role ensures effective education and engagement of stakeholders across agencies and partners while developing a strategic compliance framework and fostering collaboration at all levels.
Key responsibilities include:
- Compliance Program Development: Lead the creation of a robust BABA compliance framework, including policies, procedures, monitoring, and reporting systems. Develop tools such as checklists, templates, and dashboards to ensure seamless compliance at both the program and project levels, capturing data and mitigating risks associated with non-compliance.
- People Strategy & Talent Management: Develop tailored training programs that blend instructor-led and self-service options, designed to increase knowledge, drive engagement, and foster a high-performance culture focused on compliance and customer service. Ensure the right talent is in place for the successful implementation of the BABA program.
- Stakeholder Education & Engagement: Design and deliver comprehensive BABA training for internal teams and external stakeholders and partners. Create educational materials, workshops, and guides that address specific transaction types (e.g., construction loans, loan participations) to drive engagement and understanding of BABA requirements.
- Customer Engagement & Liaison: Serve as the primary liaison with the EPA, managing waiver requests, coordinating with stakeholders, and advocating for BABA compliance strategies. Build strong relationships with external clients, contractors, and partners to ensure timely resolution of compliance issues and proactive customer engagement.
- Collaboration & Strategic Partnerships: Partner with Federal Agencies, State and Local government units, program recipients, supply chain partners and contractors ensuring alignment of BABA compliance with broader business objectives. Foster cross-functional collaboration to integrate compliance efforts with customer-driven outcomes.
This role combines strategic program management, people development, and customer engagement to drive compliance success while aligning with organizational goals and fostering a culture of collaboration and performance excellence.
Qualifications
- A Bachelor's degree within business, finance, accounting, supply chain, engineering, or public administration, MBA/MPA desirable but not a requirement
- A minimum of five (5) plus years of progressive related consulting experience, including at least one (1) year serving as a project manager
- Demonstrated management, analytical, organization, interpersonal, project management, communication skills, and highly developed Microsoft Suite skills (Word, Excel) required
- Experience with core financial processes (e.g. monthly close, financial reporting)
- Experience with developing reporting or data analytics
- Ability to provide exceptional client service, demonstrate commitment to continuous learning in order to stay current regarding applicable strategies, see the "big picture" as well as the details, display appropriate ethical knowledge and commitment, and exhibit a sense of urgency and commitment to quality and the timely completion of duties
The compensation range for this role is $179,850 to $389,680. Actual compensation is influenced by a variety of factors including but not limited to skills, experience, qualifications, and geographic location.
