Job Description

YOU MUST BE PERMANENT IN THE BENEFITS OPPORTUNITY SPECIALIST (BOS) TITLE FOR AT LEAST ONE YEAR OR PERMANENT IN THE ASSOCIATE BENEFITS OPPORTUNITY SPECIALIST (ABOS) TITLE. THIS IS A PROVISIONAL APPOINTMENT, WHEN A TEST BECOMES AVAILABLE IN THE ASSOCIATE BENEFITS OPPORTUNITY SPECIALIST (ABOS) TITLE, YOU MUST TAKE AND PASS THE EXAM TO REMAIN IN THE ABOS TITLE.

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

The Fair Hearing Specialized Evidence Packet Unit (SEPU) prepares evidence packets used by the Agency Representatives to defend the Agency in the New York State Fair Hearings. SEPU focuses on the preparation of evidence packets for Specialized Fair Hearing Calendars for example: Telephone Calendars, the Out of County Calendars, the Emergency Assistance Calendars, as well as the Rivera packets, for cases in which an Appellant or an advocate has requested a copy of the evidence packet that the Agency intends to present at the fair hearing. The Unit receives Rivera request for all Human Resource Administration (HRA) and sends notification of request to all ancillary agencies. This unit is responsible for preparing all Rivera request for Cash Assistance (CA), Supplemental Nutrition Assistance Program (SNAP) Investigation Revenue Enforcement Administration (IREA), and HIV-AIDS Service Administration (HASA). SEPU reviews the request, prepares the evidence packets, and then sends it to the Appellants and advocates. SEPU conducts outreach to the Appellants to clarify issues. The Unit also completes and submits resolution forms for approval to resolve the CA and SNAP evidence packets when appropriate. The unit adheres to the timelines and provisions that were established because of the Rivera litigation.

Under the general supervision of the Fair Hearing Specialized Evidence Packet (SEPU) Unit Supervisor and with latitude for independent judgment and initiative, The Associate Job Opportunity Specialist Level I (AJOSI) will prepare documentation and evidence packets within the SEPU.

The Office of the General Counsel/Fair Hearing Administration is recruiting for one (1) Assocaite Benefits Opportunity Specialist I who will:

  • Review and navigate various databases i.e. WMS, POS, NYCWAY, We-Care, Web Coins, ACCIS, FHIS, FHEMS, HRA One Viewer, SEAMS, and HASA Web for the purpose of locating evidence to support the Agency’s action on an Appellant’s case.

  • Prepare specialized evidence packets (Telephone, Out of County and Emergency Assistance) and evidence packets requested by the Appellant or Advocate as a result of the Rivera litigation so that the Agency Representative can present during State Fair Hearing. All Fair Hearing evidence packets completed and submitted for review and approval within prescribed time frame.

  • Prepare and submit resolution forms for the purpose of resolving a fair hearing issue prior to Fair Hearing.

  • Outreach to Appellants to clarify Fair Hearing issues and make determination of resolving or defending the Agency’s actions.

Qualifications

  1. A four-year high school diploma or its educational equivalent, and three years of

full-time satisfactory experience working directly in social/human services or a

related setting, providing either:

a) client services.

b) employment planning/counseling services which involves job development,

skills assessment, and employment placement or other economic

opportunity programming.

  1. A baccalaureate degree from an accredited college; plus eighteen months of full[1]time satisfactory experience working as a Benefits Opportunity Specialist; or

  2. A baccalaureate degree from an accredited college; plus eighteen months of full[1]time satisfactory experience as described in one (1) above.

  3. College credit from an accredited college may be substituted for this experience

on the basis of 60 semester credits for 9 months of the work experience described

above. However, all candidates must have at least 18 months of full-time

satisfactory experience working as a Benefits Opportunity Specialist or performing

social/human services work as described in one (1) above.

Salary Min: $ 58,377.00

Salary Max: $ 67,134.00
