WSP USA Director, Health Safety and Environment (HSE) in New York, New York

This Opportunity

WSP USA is seeking a dynamic and knowledgeable Health, Safety, and Environment (HSE) Director to lead the development, implementation, monitoring, and continuous improvement of our safety program for a major, long-term utility project in the greater New York City area.

The successful candidate will be a key resource for interpreting health, safety, and environmental regulatory requirements, assuring compliance and best practices. As an integral part of our cross-services collaborative team, you will contribute to a growing organization dedicated to meeting our client's objectives and solving complex challenges. This Vice President-level position will report directly to the WSP US HSE Deputy and will be a dedicated, project position. The candidate can be based near any office in the NY/NJ/PA tri-state area, provided they can mobilize to various project sites (Queens, Bronx, Nassau, Westchester counties) and attend office meetings (Manhattan) within a daily commute if needed. They will provide ongoing communication to supervision and project management regarding the assessment of the HSE program's performance and will define and implement recommended actions to enhance safety and compliance.

Your Impact

  • Provide strategic HSE guidance to WSP’s Program Management team

  • Consult with the client on project-related safety planning, issues and initiatives

  • Hire and manage a team of HSE professionals in producing high quality technical and professional project deliverables

  • Review and comment on contractor adherence to OSHA, contractual safety requirements and local regulations

  • Review safe work plans and Standard Operating Procedures (SOPs) to verify that they meet WSP and Project specifications

  • Develop, conduct, and track/record daily and monthly required safety metrics and project status

  • Review hazard analyses and verify implementation of controls

  • Develop and monitor the process to verify proper levels of safety training and coordinate overall task-specific safety training where required, mentor, coach, and train technical field staff

  • Confirm proper personal protective equipment is available and used by work crews

  • Actively engage in the process of pre-qualifying WSP subcontractors

  • Review all subcontractors Hazard Analyses and Project-Specific Safety Plans prior to start of services to verify that subcontracted work methods address identified and potential hazards and comply with WSP and client safety SOPs

  • Manage the delivery of regulatory and customer required safety training

  • Obtain Qualified/Competent Person status for electrical work practices, substation entry and similar tasks as required

  • Interface with direct and client Contractors, managers, supervisors, team leads, and team members on safety aspects of work efforts to promote open communication and foster a climate of continuous improvement

  • Manage and/or collaborate on WSP safety, health, environmentally related monitoring programs as needed

  • Collect and document site Postings and OSHA required information for state and corporate reportingRespond to, report, and coordinate investigations into incidents and near-misses as required

  • Conduct safety observations and share best practices

  • Conduct, document, and timely submit required safety reports and project safety deliverables

Who You Are

Required Qualifications:

  • Bachelor’s Degree, preferably in occupational health, safety, or a related field

  • BCSP Certified Safety Professional (CSP), or similar certification preferred

  • 12+ years construction HSE experience

  • 5+ years overseeing HSE on large construction projects

  • 5+ years HSE Program Management experience

  • Experience/knowledge of New York State and New York city construction regulations and standards

  • Ability and willingness to travel in the greater NYC region

  • Must pass background check, Non-Disclosure Agreements (NDAs) and client mandated drug tests as applicable

Required Capabilities:

  • Able to build relationships with internal stakeholders, clients, contractors, and construction personnel

  • Strong leadership and communication skills

  • Demeanor that promotes collaboration, teamwork, safety consciousness, open-mindedness with a positive approach to problem solving

  • Instill and promote a culture of caring throughout the lifecycle of the program

  • Strong technical knowledge of regulatory standards and safety best practices

  • Experience in developing and presenting safety training materials

  • Effective and efficient use of MS Word, PowerPoint, Excel, and digital applications

Training certifications or the eligibility to obtain

  • OSHA 10, 30, and/or 500 series training

  • NYC- SST training

  • 40 hr HAZWOPER a plus

  • CPR, First Aid, AED, and Blood Borne Pathogens

  • Construction related qualified/competent person safety training (Scaffold, Fall Protection, Excavation, Forklift, Electrical Safety, Confined Space)

Compensation:

Expected Salary (all locations): $125,500 - $231,990

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
