City of New York Director - Capital Planning & Initiation in New York, New York

Job Description

New York City Department of Transportation seeks a qualified Administrative City Planner to lead, as Director, the Capital Planning and Initiation (CPI) Unit within the division of Budget and Capital Program Management. The primary roles of the Capital Planning and Initiation Unit include planning and scoping new streets capital projects to be designed and built by the Department of Design & Construction, coordinating the agency’s $5.1 billion 10-year streets capital plan with other ongoing projects and plans across New York City, and collaborating with other city agencies to manage stormwater in the city’s right of way.

The Director will manage a staff of planners, analysts, and engineers to coordinate dozens of major projects across the city. They will also plan for the city’s long-term strategic commitments, including the Streets Plan, bike and greenway planning, bus priority planning, and other Vision Zero initiatives, as well as stormwater resiliency, public realm, and state of good repair initiatives. They will lead preparation of capital plans and new funding need requests, lead state and federal grant strategies, prioritize capital needs citywide, prepare briefings for City Council hearings, and improve project management tools for the roadway Capital Program Management team.

They will represent the unit and the agency at executive level agency and interagency meetings. They will participate in studies led by DOT, the Department of City Planning or other agencies, coordinate with DOT’s division of Transportation Planning and Management, Borough Commissioners, and others, track projects and milestones, and provide guidance to CPI staff. The Director will provide guidance on best practices, strategic agency initiatives, and project delivery for incoming and current staff members. They will supervise the unit’s staff, managing their workload and tracking projects and milestones.

CIVIL SERVICE LIST FOR ADMINISTRATIVE CITY PLANNER, OR ELIGIBLE UNDER THE 55A PROGRAM.*

Qualifications

  1. A baccalaureate degree from an accredited college and four (4) years of full-time experience in city planning, at least eighteen (18) months of which must have been in a managerial capacity; or

  2. Education and/or experience which is equivalent to "1" above. However, a baccalaureate degree and eighteen (18) months of managerial experience in city planning is required of all candidates. Graduate work leading to an advance degree in city planning or related field may be substituted for up to two (2) years of the non-managerial experience on a year-for-year basis. Graduation from an accredited United States Law School may be substituted for two (2) years of non-managerial

experience.
