Reporting to the Deputy Commissioner, Management & Budget, with wide latitude to exercise independent judgement, initiative, and decision making, the Associate Commissioner of Procurement and Vendor Management will oversee procurement and vendor management in a complex, government IT environment. Responsibilities include establishing, in consultation with the Agency Chief Contracting Officers, agency IT procurement strategies, processes and procedures that are compliant with New York City rules and regulations and ensure that sound commercial, legal, and ethical practices are in place. The Associate Commissioner will manage the activities of the team of procurement professionals whose duties include the collection and execution of all contracts, evaluation, and negotiation of bids from vendors, and placement and tracking of all procurements. Importantly, the candidate will be expected to create a more cost-effective way to acquire goods and services, measure user satisfaction and improve responsiveness to user requests. The candidate will manage the full cycle of all purchases, agreements, and contracts from initiation to completion, ensuring all required processes are fulfilled and serve as a liaison between agency business clients and vendors and will oversee Strategic Sourcing to evaluate supplier base for cost savings opportunities and ensure cost effective purchasing of products and services.

The Associate Commissioner will effectively manage and oversees all citywide and OTI procurements and initiatives and implement citywide IT policies. Responsibilities will include:

  • Oversee OTI’s ACCO Office, Citywide Strategic Sourcing, Contract Compliance;

  • Oversee the management of competitive sealed bids, requests for proposals, Systems Integrator contracts, Quality Control contracts, M/WBE’s as well as intergovernmental, government to government, vendor performance evaluations, establishing MWBE goals and opportunities, and State Prevailing Wage Law compliance;

  • Work directly with oversight agencies such as the Law Department, MOCS, OMB, City Hall and OMWBE;

  • Manage, oversee, and direct ACCO staff in processing citywide IT contracts for goods and professional services;

  • Interact closely with budget and fiscal staff to develop and maintain capital planning exercises, strategies for procurement policy and promulgation/implementation of all new policies;

  • Participate in establishing policy and providing leadership and direction in coordinating the activities of the directors responsible for creating and functions essential to the needs of the agency;

  • Ensure all procurement rules and regulations are met as well as compliance with OTI, Federal, State, and Local Laws, rules, regulations, and initiatives regarding procurement, in order to avoid unnecessary administrative costs;

  • Direct the timely performance of audits of contracts and purchasing procedures to ensure optimal efficiency and compliance;

  • Advise executives and staff as needed on all procurement matters, Local Laws, City administrative requirements, and Procurement Policies and Procedures Board (PPB) rules regarding purchasing/contracting operation; standard operating procedures; disseminate alerts and updates in procurement-related laws;

  • Implement best practices and special initiatives for increasing contracting opportunities for Minority and Women-owned Business Enterprises (M/WBEs).

  • Develop roles and responsibilities within the unit to institute a best practice vendor management responsibility and maintain contact with vendors to manage the status and quality of orders and the progress toward contractual commitments, continually seeking optimal value in service from vendors, reviewing and monitoring performance and return-on-investment metrics;

  • Manage special projects and initiatives as assigned.

Hours/Shift:

Day - Due to the necessary management duties of this position in a 24/7 operation, candidate may be required to be on call and/or work various shifts such as weekends and/or nights/evenings

Qualifications

  1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or

  2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Salary Min: $100,102.00

Salary Max: $223,110.00
