Description of Work

Division 3 is searching for a Deputy Division Engineer whose job duties will include planning, directing, and monitoring maintenance and operations activities in a metro division. This individual will provide policy and statutory interpretation on matters affecting field operation and maintenance forces; perform advanced engineering calculations; provide technical engineering assistance; assist in the development and implementation of various division programs and respond to inquiries from the public, DOT Management, News Media, etc., regarding DOT policies and procedures, division projects, plans and proposed work. This individual would also have a complete understanding of all budgets, including all possible funding options, independently perform engineering analyses and prepare technical, statistical and managerial reports. This individual would have excellent communication skills and be able to maintain multiple projects and complete difficult assignments within specified time requirements. Employee may be required to work nights and weekends.

Knowledge, Skills and Abilities / Competencies

Qualified applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Knowledge and understanding of engineering concepts, practices and theories used in program development and experience planning, developing, designing, scheduling, tracking and completing projects, independently or with minimal supervision.

  • Experience interpreting and communicating verbally and in writing details of plans, project documents, policies and procedures to convey information to consultants, department personnel, elected and appointed officials and others.

  • Experience leading and maintaining positive working relationships with environmental agencies, public officials, consultants, contractors and staff, in order to find acceptable solutions to infrastructure project problems.

  • Experience supervising, motivating, counseling, and training other engineers and technicians.

  • Customer service and communication experience with the general public, local government officials, and NCDOT employees, including public meetings and field reviews.

Additional Expectations:

Professional Engineer by the North Carolina State Board of Registration for Professional Engineers and Land Surveyors is management preferred.

Minimum Education and Experience Requirements

Bachelor s degree in engineering from an appropriately accredited institution and a minimum of five years progressive engineering experience including two years of supervisory experience; or an equivalent combination of education and experience.

Necessary Special Qualifications May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors. May require certification as a Project Management Professional (PMP) from the Project Management Institute.
