U.S. Pacific Fleet, Commander in Chief SAFETY AND OCCUPATIONAL HEALTH SPECIALIST in Naval Station Complex, California

Responsibilities You will serve as a Safety and Occupational Health Specialist with expertise in OSHA safety Laws, Environmental Protection Agency (EPA) rules and regulations, and industrial safety. You will assist the Environmental and Safety Manager for Occupational Safety, Health; and the Environment in the administration of the Navy's ESH Program at SWRMC, San Diego. You will conduct workplace/industrial inspections of SWRMC San Diego facilities. You will inspect and appraise conditions affecting the health and safety of personnel, such as fumes, gases, vapors, radiation, duct, lighting, ventilation, temperature and sanitary conditions to eliminate/ minimize unhealthful and unsafe conditions. You will maintain records of results of inspections, investigations of mishaps and near misses, fires and other safety violations, oil spills and environmental infractions for analysis and corrective. You will compile and analyzes statistical data and prepares charts, tables, and reports. You will identify accident/mishap causes and locate hazards and potential hazards. You will recommend and develop remedial measures. You will monitor and evaluate contractor's conformance to OSHA/EPA regulations and contractual safety/environmental requirements. You will conduct formal investigations of all mishaps and fires related to contracts administered by SWRMC San Diego and makes written reports of findings to the Environmental/Safety Manager. You will review contractually required contractor's Process Control Procedures that are related to health, safety and environmental requirements. Requirements Conditions of Employment Qualifications For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector planning and conducting inspections for a safety and occupational health program to evaluate current safety procedures and develop recommendations that aim to eliminate environmental accidents, mishaps, and potential hazards. For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector supporting inspections for a safety and occupational health program by identifying hazards and reviewing current safety procedures for the purpose of eliminating environmental accidents, mishaps, and potential hazards. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: For the GS-11: Successful completion of Ph.D. or equivalent doctoral degree in a major study of safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Successful completion of 3 full years of progressively higher level graduate education leading to such a degree in a major study of safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Possession of LL.M., if related OR A combination of experience and graduate education as described above that equates to one year of experience. For the GS-09: Successful completion of a master's or equivalent graduate degree in a major study of safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Successful completion of two full years of progressively higher level graduate education leading to a master's degree in a major study of safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Additional Information Salary Clarification: GS-09: $68,297 - $88,786 GS-11: $82,633 - $107,421 This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.
