Commander, Navy Installations Management and Program Analyst (Financial Analyst QOL) in Naval Air Station Jacksonville, Florida
Summary This position is located within Commander, Navy Region Southeast (CNRSE), Quality of Life (QOL) Programs, which provides strategic oversight and administrative support for Morale, Welfare and Recreation (MWR), Child and Youth Programs (CYP), Unaccompanied Housing (UH), and Galley operations. The incumbent serves as the Financial Analyst and acts as one of the Region's principal experts on financial data management, analysis, and reporting. Responsibilities MAJOR DUTIES AND RESPONSIBILITIES 1. Financial Oversight, Budget Execution, and Strategic Analysis Coordinates the end-to-end development, reconciliation, and tracking of financial transactions for a multi-million-dollar regional portfolio across MWR, CYP, UH, and Galley program areas. Applies a thorough understanding of Navy accounting practices to ensure that all APF, NAF, and UFM funding is recorded and reported accurately. Prepares, validates, and submits recurring and ad hoc General Journal Vouchers (GJVs), including: Allocation of overhead expenses to Child and Youth Programs (CYP) Labor recovery transactions for Unaccompanied Housing (UH) Centrally Funded Wage Increases and HQ UFM offsets Adjustments for regional cost offsets, deposit reconciliations, and breakeven requirements Tracks UFM execution through a custom-developed workbook, ensuring real-time accuracy and alignment with CNIC headquarters funding notifications and SAP data. Validates and reconciles against detailed SAP reports monthly. Designs and maintains budget execution tools to monitor financial performance by cost center. Provides variance analysis, identifies systemic issues, and recommends corrective action. Ensures fund utilization is aligned with strategic objectives and within compliance thresholds. Prepares, distributes, and briefs SAP-generated Executive Summaries, financial dashboards, and ad hoc analyses to senior leaders. Synthesizes complex financial data into actionable insight, with an emphasis on trend identification and operational implications. Coordinates quarterly Unaccompanied Housing (UH) labor invoices, including preparation of billing packages and Standard Forms (SF) 1034. Ensures billing aligns with supporting documentation, UFM guidelines, and labor allocations. Maintains historical documentation for audit traceability. Prepares the annual NAF Budget for Regional Staff, including: Entry of initial budget data into SAP Development of custom Excel-based tracking tools Reconciliation of General Ledger accounts Submission of Total Fund files and Net Zero documentation to CNIC Serves as the regional point of contact for Capital Spending Plans, including review and approval of Capital Purchase Requests, preparation of restriction GJVs, coordination with NAF Contracting, and updates capital tracking tools. Supports CNIC, N8, and QOL Director in the development and management of APF Spend Plans and assists in the resolution of fund management issues arising from enterprise-wide initiatives or changes in policy guidance. Prepares documentation and provides data entry for the Resource Allocation Model (RAM), ensuring accurate and timely representation of regional priorities and resource needs. 2. General Program Support and Operational Coordination Serves as a key advisor and subject matter expert to senior managers, Regional and installation-level Business Offices on financial matters, including program funding alignment, SAP system navigation, and cost recovery strategies. Collaborates with installation-level staff, including MWR/CYP/UH Business Offices and QOL representatives, to interpret CNIC financial guidance and apply it to real-world operations, ensuring consistent fiscal management practices across the region. Supports the development and implementation of QOL financial policies, procedures, and best practices. Conducts research to benchmark regional financial processes against enterprise-wide standards and recommends process improvements to enhance transparency, compliance, and efficiency. Participates in recurring cross-functional working groups to support strategic initiatives, troubleshoot financial systems issues, and support the full integration of business, financial, and operational objectives. Develops written SOPs, quick reference guides, and financial reporting templates for use by installation Business Offices and other regional stakeholders. 3. Special Projects, Reporting, and Audit Support Responds to high-level data calls, ad hoc financial analyses, and reporting requirements from CNIC, N8, and other oversight entities. Ensures responses are complete, accurate, and submitted within required timeframes. Maintains key monthly and quarterly reports, including the Capital Spending Report, financial executive summaries, monthly unfunded reports, and SAP-based reconciliations for UH and CYP programs. Supports the Region's audit readiness objectives by ensuring accuracy, completeness, and traceability of all journal entries, supporting documentation, and financial justifications. Assists with audit walkthroughs and provides financial evidence as requested by IG or internal review teams. Participates in site visits, Management Control Plan reviews, command inspections, and other evaluations, particularly to assess financial risk, internal controls, and compliance with established CNIC fiscal policy. Performs other related duties as assigned. Specialized experience must demonstrate the following: Comprehensive knowledge of Department of Defense (DoD), Department of the Navy (DoN), and Commander, Navy Installations Command (CNIC) financial management regulations, policies, and practices related to Appropriated Fund (APF) and Non-Appropriated Fund (NAF) resources. Expertise in Uniform Funding and Management (UFM) policy and execution, including tracking UFM offsets, coordinating with CNIC, and ensuring the proper integration of APF and NAF funding to achieve a balanced financial plan. Advanced proficiency with SAP (Navy ERP), particularly in cost center accounting, general ledger management, journal voucher creation, financial reporting, and extraction of detailed executive summaries for analysis. Extensive knowledge of budgeting principles, multi-year planning, fund execution, cost analysis, breakeven planning, and variance analysis techniques to support operational readiness and long-term fiscal sustainability. Ability to interpret and apply accounting standards, audit requirements, and regulatory guidance to complex operational environments across multiple installations and funding streams. Skilled in the analysis of large financial datasets, development of performance dashboards, and the presentation of financial information in ways that inform decision-making at senior levels. Proficiency in Microsoft Excel, including the use of formulas, pivot tables, and data validation to manage dynamic financial models, reconciliation worksheets, and audit logs. Strong communication skills, both written and oral, to prepare formal briefings, SOPs, reports, and respond to high-level data calls. Ability to explain technical financial matters clearly to non-financial audiences. Problem-solving and critical thinking skills to resolve discrepancies, interpret ambiguous guidance, propose funding strategies, and manage competing financial priorities with minimal supervision.
