Summary The Administrative Officer position is to perform administrative functions that include administration, human resources management, budget and finance, management analysis, office support services, document control, logistics, and a variety of related administrative matters in support of the Chief Nurse(s) in Nursing Services: The incumbent reports directly to the Chief Nurse of assigned Nursing service. Responsibilities The core duties of the position include but are not limited to the following: Interpreting administrative policies, developing and/or implementing local policies, defining administrative requirements, and/or providing advice to top management on related issues. Oversees administrative programs, including distribution of incoming mail, internal controls, records management, publication and forms. Develops information papers and correspondence on wide variety of administrative functions. Assists in identifying and resolving process issues which may affect the service's ability to meet program goals and target performance measures. Implements administrative policies and procedures for facility-wide areas of responsibility. Serves as service point of contact for information dissemination and all incoming communication on behalf of the service and chief nurse. Establishes budget processes for the service. Analyzes and interprets pertinent financial data such as contracts, productivity, overtime expenses and running balance reports. Reviews and analyzes statistical reports and budget requirements, which includes the monitoring and controlling of budget allocations and expenditures. Responsible for entering and following completion of fund-control point entries to include the ordering and maintenance of office supplies, medical equipment and furniture needed to maintain operations and meet the needs of staff and patient safety. Prepares detailed requests for Resource Management Committee consideration that include sufficient data and justification to warrant approval. Obtains and monitors the use of services, supplies and equipment; acquires and maintains space and facilities for the service. Oversees the maintenance of equipment contracts. Advises and makes recommendations on the requirement and procedures for acquisition, repair and disposal of equipment. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to successfully perform the duties of an Administrative Officer. Specialized experience is defined as: Assisting in overall management for the organization. Distributing of information and communication, memo creation, records management, publication, and forms. Ensuring inquiries, correspondence and actions for area of responsibility are addressed appropriately. Implementing administrative policies. Providing administrative planning and oversight for a variety of clinical programs and initiatives. Ensuring survey readiness and compliance with VA initiative and accreditation bodies such as The Joint Commission, OIG, Long-Term Care Institute. Collecting and providing data reports for data-driven decision making to include reports of overtime usage and budget projections. **The preferred candidate would also have experience with spreadsheets, excel, or related programming. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree which demonstrates the knowledge, skills, and abilities necessary to do the work of an Administrative Officer, or LL.B or J.D, if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level.. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending and carrying of light items like papers or books. No special physical demands are required to perform the work.
