Job Description:

Scope of Accountability: ​

  • Oversee the Risk Shared Services function which covers Platforms & Tech Risk Services, Risk Assessments, Control Effectiveness Testing and Risk Programs on behalf of Enterprise Protect Global Risk & Compliance.​

  • Drive transformational change & a culture of innovation & agility within TD's security capabilities and broader technology defence-in-depth strategies.​

  • Drive efficiencies and effectiveness goals across the shared service / COE and consistently deliver on productivity and service targets.​

  • As a trusted advisor and business enabler, partner to drive world class risk management strategies and expertise in alignment with the overall risk appetite of the organization​

  • Provide thought leadership with regards to technology risk and Cyber trends and their impact on the Enterprise and line of business.​

  • Support overall EP goals for protecting the bank and customers.​

P&T Risk Services:​

  • Own the Technology Policies, IT Risk and Controls Standards including lifecycle management and change control.​

  • Own semi-annual Tech & Cyber Risk maturity self-assessment program (NIST / CRI).​

  • Own Technology Risk Metrics and reporting for all technology risks to senior leadership, including Risk Profile and Risk Appetite Statement.​

  • Own First line of Defense Technology governance activities including Enterprise Protect Reporting Factory and Risk committee mgt.​

  • Own and execute a governance and oversight structure to deliver P&T Risk programs (GLBA, BMT, DJC, etc.).​

  • Own the First Line of Defense technology/cyber Governance, Risk and Control System of Record (Archer). ​

  • Interface for Enterprise EGRC Program - MERLIN (requirements, design, orchestration of all downstream changes)​

  • Accountability for Cyber Scenario Analysis team; development and execution against annual plan.​

Asset Risk Assessments; M&A Assessments; 3PCRM Assessments:​

  • Responsible for BTRA and CGA assessments (project and BAU); M&A engagement and assessments; 3PCRM assessments. ​

  • Responsible for driving efficiencies across assessment work to create capacity and manage increased volumes change over time.​

Control Effectiveness Testing:​

  • Responsible executive for all Controls Testing and Assurance Services identified in scope for the Enterprise to validate alignment with Enterprise Protect Framework (Basel, MCST, Sox, Swift, End User Computing.​

  • Responsible for reporting technology control testing/assessment health through TD's risk governance process.​

  • Responsible for establishing operational KPIs and consistently delivering on productivity and service targets.​

  • Execution of a robust, risk-based strategy to maintain balance between controls testing, regulatory compliance and business enablement.​

  • Identify, escalate, and manage business risks (risk mitigation, risk acceptance, risk transference).​

Risk Programs: ​

  • Understand applicable TD risk programs and how they affect the aligned portfolio. ​

  • Execute and/or support established risk programs to drive transparency and risk mitigation activities.​

  • Drive leadership across 1B function when technology or cyber incidents require holistic orchestration, oversight, ad-hoc tool development, ad-hoc reporting and/or development of specific residual risk assessment and articulation of Tech / Cyber risk position for the Bank.​

  • Adapt operating model to proactively align to emerging and in-flight Enterprise Strategies, Platform & Technology Strategies, driving efficiency and effectiveness across portfolio (e.g. Cloud, NEW / Risk Marketplace / Platforms, Currency Factory). ​
