This position exists to perform the engineering technical review of solid waste permit applications and prepare the technical documents written in response to permit requirements and the administrative functions of permit issuances to ensure that solid waste facilities are constructed and operated in compliance with state rules, policy and sound engineering principals.
Minimum Qualifications
Licensure with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design or be able to obtain licensure through reciprocity.
Bachelor's degree in Civil, Chemical, Mechanical, Environmental or similar engineering field from an accredited engineering college with 4 years of experience in an engineering field utilizing engineering principles and best practices.
Data analysis skills, good communication and writing skills, effective human relations skills to work multiple environmental program areas; problem solving skills to resolve technical matters; and the ability to collaborate with others to meet program goals.
Possess a valid Driver's license (see additional requirements).

Preferred Qualifications
Knowledge of the engineering principles associated design and construction of solid waste landfills, collection and treatment of leachate, and stormwater management at landfills; knowledge of composting organics, water quality, pollutant fate/transport, and soil science.
Familiarity with MPCA policies and goals, Solid Waste and RCRA Subtitle D rules, and technology associated with solid waste management and disposal.
Knowledge of MS Office applications, EQulS, Tempo, Tableau reporting and other Agency databases.
Strong collaboration and project management skills to work with teams of engineers and scientists.
Ability to manage multiple complex and high priority projects.
Presentation skills and the ability to present complex technical information in a manner that can be easily understood by a range of audiences.
Demonstrated experience working with representatives of government agencies, business partners, and the public.
Technical writing skills.
Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
Additional Requirements
A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.
Requires a Class D driver´s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver’s license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
