Objective: The Administrator provides the management expertise for achieving the goals and objectives of the program in accordance with the mission of the organization. Must be aware of conditions, events and issues that affect the community in which the program operates. The Administrator's responsibilities can be divided into six broad categories: planning; organization; operations/management; financial resources; human resources; and leadership. The Administrator must ensure the home health agency employs qualified personnel, including assuring the development of personnel qualifications and policies. An individual is predesigned in writing to fill the Administrator role in the absence of the Administrator (including the clinical manager) and must be qualified to do so. There must also be included in writing, the organizational structure and lines of authority and services furnished. The Administrator is appointed by and reports to the governing body and is responsible for all day-to-day operations of the home health agency. The roles of the governing body, Administrator and clinical director may not be delegated. Delegated means relinquishing the day-to-day responsibility for the operation of the home health agency to another person or organization on an on-going basis (does not include periodic " acting" employees in the absence of the administrator or clinical manager).

Bachelor's degree in a Healthcare Administration or related field or equivalent combination of education and experience at a minimum of three (3) years' experience leading a team. 2. Possess Colorado AL Administrator Certification - CDAL 3. High degree of professionalism; ability to deal with extremely confidential information. 4. Proficient in Microsoft Word, Excel, PowerPoint, e-mail and the Internet. 5. Excellent communication skills. 6. Flexibility to work occasional weekends and holidays. 7. Ability to utilize computers and other electronic devices for tasks such as timekeeping, inservicing and documentation. Planning The Administrator engages in a planning process for the program that determines its goals and objectives in relationship to changes in the environment and the needs of its community, establishes priorities, frames the most appropriate organizational structure to achieve its goals and objectives and provides benchmarks for evaluating the achievement of its goals and objectives. The results of the planning process should be reflected in a business plan, developed by the Administrator. The Administrator should ensure that the business plan is based on an assessment that reflects an ad quate database on the needs of the community, an evaluation of trends, legislative activity, and documentation of demographics, utilization and financial trends. This assessment should be linked with an ongoing assessment of the strengths and weaknesses of the program's services in relation to those of other providers and to the needs of the community. The business plan is supported by an effective public relations program, developed by the Administrator, that builds community understanding and support of the program and services and those of the national organization. 2.
