Characteristics of the Job

Under general supervision of the Chief of Police or his designee, the Community Service Officer will assist the police department with tasks not requiring sworn armed officers. A Community Service Officer shall have authority to issue summons & take other actions necessary to enforce Chapter 7 of the Moline Code of Ordinances & such state laws and regulations whenever peace officers are authorized to enforce the provisions thereof. In addition to enforcing animal laws or ordinances, the Community Service Officer will also assist the police department in enforcing parking ordinances under Chapter 20 of the Moline Code of Ordinances, directing traffic, assisting the city garage in scheduling maintenance & repairs of police vehicles & equipment and assisting with school crossing guard duties.

Examples of Duties

Complete police reports, state forms, state reports or other documentation as required & suitable for court purposes.

Operate a city vehicle safely, efficiently & effectively to accomplish city tasks. Be responsible for equipment issued to the CSO to include that stored in the department or city vehicle.

Respond to calls for service by communicating with the dispatch center via radio and/or mobile data computer.

Conduct follow-up investigations into ordinance or state law violations such as animal bites, animal abuse or other incidents.

Collect & preserve evidence or abandoned property.

Investigate & enforce abandoned vehicle complaints.

Investigate & enforce all city ordinances & state statutes pertaining to domestic & wild animals.

Issue ordinance citations for violations.

Pick up injured, diseased, deceased, dangerous & unclaimed at-large animals & ensure the humane treatment of the animals; dispose of unclaimed animals in accordance with established practices.

Assist police officers & supervisors with traffic control at accidents, parades, emergency scenes & large public gatherings; conduct courtesy patrols throughout the city to include vacation checks.

Assist the traffic division with school crossing guard duties when needed.

Interact with other city departments & provide a liaison to the police department with areas such as the Neighborhood Improvement Officer or Building Official to improve the quality of life for the citizens of Moline.

Maintain service & repair records & arrange for scheduled servicing of police vehicles and equipment; arrange for changing radios, lights, decals & other equipment in new police vehicles.

Perform other duties necessary to ensure police vehicles & other equipment are kept clean & in proper working order.

Stay in constant communication with the police department & report emergencies or other illegal activity.

Testify in court as required.

Give presentations & information to the public on various facets of animal control & care & promote the adoption of animals within the animal shelter.

Assist the Crime Prevention Unit with community engagement, education or services as needed.

Assist the Crime Prevention Unit with the Crime Free Housing Program to include educational seminars or rental inspection programs as needed.

Assist the Records Division with online reports, record keeping & Freedom of Information Act (FOIA) requests.

Assist with routine delivery of mail, packages or other errands as needed by administration.

Occasionally assist the Services Division with transportation of evidence & ensure paperwork and chain of custody is documented.

Perform effectively with professionalism, teamwork & integrity within the operations of the police department.

Maintain the department fire extinguisher program.

Other duties as assigned by the Chief of Police.

Residency

AFSCME employe s shall live within a 20-mile radius from the Citys Emergency Center, located at 1630 8^th^ Avenue in Moline, within 180 days of hire.
