Summary This position is located with the Bureau of Indian Affairs, Rosebud Agency, Superintendent - Rosebud Agency in Mission, South Dakota. Responsibilities Maintains the official relationship between the Federal Government and the Tribe providing program and service in a trust capacity. Develops and fosters the relationship to support a co-equal partnership arrangement in carrying out all governmental trust and programmatic responsibilities of the Bureau to the Tribe. Attends Tribal and other meetings wherein Tribal and Federal government business and information is discussed to make decisions and/or advise the Tribe on the decisions to be made. Provides advice and assistance to the Tribes in the development and use of their resources. Ensure that the requirements of the Indian Self-Determination and Education Assistance Act are met. Administers programs and services in accordance with federal laws, regulations, policies and procedures, and guidelines. Provides budget oversight and execution for Federal programs. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual Qualification Standards for Administrative and Management Positions, GS-0340) GS-15: One (1) year of specialized experience* equivalent to the GS-14 grade level in the Federal service which include serving as the line official in charge of the administration of Indian Affairs for a region or agency; providing expert counsel to agency management and professionals on a wide variety of social economic and political questions and problems pertaining to Trust and Indian Services for American Indians; and knowledge of the Bureau mission, organization, functions, goals, and objectives to carry out the management function as a Program Manager. EDUCATION: Education is not applicable at this grade level. *SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled. This is a key management position. Simply meeting time-in-grade in occupations where directing and managing Indian trust responsibilities and programs was not performed, will not be qualifying. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Under provision of the Civil Service Reform Act, first-time supervisors are required to serve a one year supervisory probationary period before their appointment becomes final. Those who do not satisfactorily complete this probationary period will be returned to positions of no lower grade and pay than those they occupied before assuming their supervisory assignment. TELEWORK: Indian Affairs has determined that the duties of the position are suitable for telework and the selectee may be allowed to telework with supervisor approval. As an incidental motor vehicle operator position, you may be required to operate a government-owned or leased motor vehicle in the performance of duties; therefore, a valid driver's license is required and be able to meet the safe driving requirements of the Bureau of Indian Affairs (25 IAM 4 Motor Vehicle Safety Program).
