    POSITION DESCRIPTION:

    Supervise employees; plan, organize, coordinate, and schedule assigned work for employees. Participate in applicant selection and hiring process. Recruit and select applicants. Manage the Technical Services Unit and staff which includes, develop, and maintain production status reports on all the right-of-way projects. Authority to execute Right of Way Certifications. Review and evaluate the certification of Right of Way projects; manage right of way conformance with the Transportation Development Division Schedule System Plan by monitoring key schedule dates, coordinate with other units and assure Right of Way (R/W) sections provide input and are prepared to achieve all production schedules. Manage the operation program. Develop and update the multi-year R/W Work Program. Monitor the availability of programmed funds and the level of expenditures; develop R/W parcel and expenditure plans and evaluate the achievement of plans; and monitor, maintain, and ensure integrity of information in the Right of Way Management System (RWMS). Provide employee orientation and training and prepare employee performance evaluations. Develop, implement, and ensure Quality Control Plan.

    Assist the Right of Way Manager in developing and implementing policies and procedures. Manage the Property Management Unit and staff which includes, declaration of surplus and temporarily surplus excess parcels, real property management function for the South Florida Rail Corridor, lease of temporarily surplus property to ensure performance of all tenants’ obligations; review requests from local governments to abandon local right of way; excess lands, including mowing and debris removal; prepare reports to Central Office R/W and Federal Highway Administration (FHWA). Ensure conformance with applicable laws, rules regulations, policies, and procedures. Monitor, train, and assist local government. Inspection and resolution of encroachments; monitor acquired right of way until construction begins; secure inspect and abate asbestos and demolish structures.

    Manage records and funds management unit and staff which includes process vendor invoices; project close-out; electronic record keeping systems; project destruction; RWMS; maintenance of bulk storage area for R/W records; develop, monitor and maintain detailed accounting of expense budget. Review and approve invoices.

    Serves as the department’s client representative for assigned responsibilities and projects. Coordinate with other division sections, the General Counsel’s office, and other Florida Department of Transportation sections to address right of way issues that arise at all stages of projects. Proactively approach the resolution of questions and issues which arise in the form of official and unofficial inquiries.

    Respond to public records requests and related inquiries. Represent Right of Way at public meetings/hearings and workshops, and similar forums.

    Assist the District Title VI Coordinator in monitoring and reporting the Department’s compliance with Title VI and related statues.

    KNOWLEDGE, SKILLS, AND ABILITIES:

    Knowledge of agency computerized systems and the Right of Way Management System (RWMS). Knowledge of agency Work Program/fiscal processes/scheduling systems and their policies and procedures. Knowledge of agency budgeting process, policies and procedures. Knowledge of agency property management and excess/surplus property disposition and leasing. Knowledge of the concepts, terminology, principles, laws, rules policies, regulations and procedures as it applies to Right of Way programs and the Federal Uniform Relocation Assistance and Real Property Acquisition Policy Act. Skilled in contract procurement, negotiation and administration for contractual and professional services. Skilled in right of way/eminent domain negotiations. Skilled in analyzing and interpreting data. Skilled in planning, organizing and directing programs. Skilled in the use of personal computers, including a working knowledge of word processing and spreadsheet software. Ability to manage and supervise people and establish and maintain effective working relationships. Ability to draw conclusions from data in report form and to retrieve, store and manipulate information stored in automated systems. Ability to interpret and apply federal, state and agency laws, rules, regulations and procedures. Ability to effectively supervise, motivate, lead and develop employees and consultants. Ability to map, analyze and monitor Right of Way processes.

    OTHER JOB RELATED REQUIREMENTS:

    This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller’s rules and Department of Transportation’s invoice processing and warrant distribution procedures. During a declared emergency event, the incumbent will be required to assist the district as needed.
