We're seeking to hire one (1) individual and they will primarily be working at the Metro Plant facility: 2400 Childs Road, Saint Paul, MN 55106, with the potential to be assigned to other MCES facilities.

This position is eligible for a hybrid (both remote and onsite) telework arrangement. The candidate's permanent residence must be in Minnesota or Wisconsin.

How would your work contribute to the Twin Cities Region:

The Assistant Manager, BU-Operations, will be assigned to the Metropolitan Wastewater Treatment Facility. This role provides leadership, management, guidance, and technical support to operations to ensure compliance with environmental and safety regulations. It also ensures that processes, personnel, budgets, and infrastructure are maintained in accordance with Metropolitan Council policies and procedures. The position is subject to assignment by the Assistant General Manager (AGM) of Operations to assist in the operations and maintenance of any of the MCES' 9 wastewater treatment plants as needed.

What you would do in this job

  • Assists the Business Unit Manager (BUM) in monitoring and analyzing business unit daily operations and processes.

  • Supervises daily activities and operations of plant staff. Schedules and coordinates work activities, prioritize tasks, and checks work for conformance to business unit standards.

  • Manages and evaluates employee performance. Provides coaching and feedback, as necessary. Conducts performance reviews and implements disciplinary actions in accordance with established procedures.

  • Develops and oversees the training of new hires; facilitates refresher training and training on new equipment. Reviews and updates training programs.

  • Manages, implements, and enforces MCES Safety programs. Assists with the development of safety procedures and protocols in accordance with federal and state regulations and MCES policies and procedures.

  • Troubleshoots problems and implements effective solutions in a team-based environment.

  • Leads and facilitates business unit project teams to ensure project completion.

  • Coordinates construction activities to minimize disruptions to business unit operations. Serves as construction liaison. Provides input for written plans and specifications.

  • Manages, leads, or administers various projects, such as maintenance and capital projects and process improvement projects.

  • Manages compliance with environmental and safety regulations and MCES policies and procedures including investigation and analysis of failures and violations; taking remedial action for improvement; and measuring and documenting results.

  • Coordinates Operations/Maintenance priorities and work schedules.

  • Represents and/or assumes Business Unit Manager's or other Assistant Business Unit Manager (ABUM) responsibilities, obligations, etc., during absences or as requested.

  • Approves purchase requests up to signature authority level.

  • Travel between other MCES facilities.

  • Performs related duties as assigned.

What education and experience are required for this job (minimum qualifications)

A Bachelor's Degree in environmental science, biology, engineering, or related fieldAND six (6) years of experience in wastewater treatment or related field including three (3) years in a supervisory/lead/project management role.

OR

An Associate's Degree in one of the above or related fieldsAND eight (8) years of experience in wastewater treatment or related field, including three (3) years of experience in a supervisory/lead/project management role.

OR

High-School. Diploma/GEDANDTen (10) years of experience in wastewater treatment or related field of which three (3) years are in a lead/supervisory/project management/management role.

License Requirements

You must be in possession of a valid driver's license.

  • You must have the ability to obtain a Class B MN Wastewater Operator's license within a minimum required timeframe determined upon hire and depending upon the current level of certification.

What additional skills and experience would be helpful in this job (desired qualifications):

  • Five years of supervisory or project management experience.

  • Public Sector experience including public works.

  • Experience in operations and processes.

  • Experience with facility design and construction.

  • Understanding of asset management and reliability.

  • Superb written and oral communication skills.

  • Experience working with diverse populations of internal and external customers.

  • Experience with regulatory compliance (wastewater, environmental, safety).

  • Experience with facility maintenance.

  • MN Class A or B Wastewater license.

  • MN Type 4 Waste Disposal Management License (Land Application license) and experience administering land spreading programs.

  • Experience working in a union environment.

  • Educational experience in sciences or engineering.

What knowledge, skills, and abilities you should have within the first six months on the job:

  • Knowledge of wastewater treatment plants or similar processes (refinery, waste-to-energy, wastewater, water, or utility management experience).

  • Knowledge of wastewater, environmental, safety, and regulatory requirements.

  • Knowledge of mechanical and hydraulic principles in wastewater treatment and/or industrial applications.

  • Knowledge of labor agreements, policies, and procedures.

  • Ability to manage employee performance for desired outcomes, while following labor agreements.

  • Ability to enforce compliance and safety regulations in accordance with MCES policies and procedures.

  • Skilled in relationship management, problem-solving, and conflict resolution.

  • Ability to communicate complex information.

  • Skilled in verbal and written communication, with abilities in documentation.

Full Salary Range: $43.08-$65.02 Hourly/ $89,606- $135,242 Annually

What your work environment would be:

Work is divided between the field, with exposure to outdoor weather conditions, and a normal office environment. Position is occasionally exposed to fumes or airborne particles and occasionally to wet, humid conditions and toxic or caustic chemicals. There is occasional exposure to extreme heat and a risk of electrical shock. Position frequently works near moving parts or equipment. The position is frequently required to travel locally to areas not served by public transportation. Position may be required to work at night and on weekends. The position is typically exposed to moderate to loud noise.
