Job Summary: Supervises the clerical and accounting operations of the Road and Bridge Department, establishing procedures essential in the operation of the department. Coordinates budget preparation and monitoring. Assists the Director and County Engineer on projects and grants. Performs complex administrative and accounting functions using established procedures. Assists in departmental policy development. Performs supervisory duties ensuring all office functions are completed accurately and timely. Hires, trains, assigns and directs work. Evaluates performance of subordinates. Independently identifies the need for office procedural changes and implements them. Coordinates and prepares annual R & B Administration, Operations and Projects budgets. Prepares analyses to assist in the process. Tracks R & B inventory purchases and usage. Balances with actual periodically. Prepares annual inventory documents and coordinates with the Finance Director. Assists R & B Director and Engineer with day-to-day issues, projects and grants. Facilitates contracts and contract modifications. Tracks project expenditures and processes pay estimates. Assists in writing grant applications as directed. Supervises and manages the department's accounting software system. Performs all modules' journal entries, inventory adjustments and postings. Uses the results to provide the Finance Director with data for the Annual Local Highway Finance Report. Prepares the annual state mileage certification for Board approval. Prepares quarterly transfers for work performed by R & B for other departments. Prepares Landfill Quarterly State reports. Submits annual gravel pit reports to state. Ensures compliance with Title VI requirements. Processes accounts payable for Road & Bridge and Landfill Depts.

General Requirements: Understands, observes, and complies with all Rio Blanco County and Departmental policies, procedures and protocols when performing job duties. Establishes and maintains effective working relationships with other County employees, representatives from other agencies and organizations, and members of the community. Regular, predictable attendance.

Knowledge, Skills and Abilities:

Communicate clearly and concisely, both verbally and in writing. Office procedures, proper telephone etiquette and spelling and grammar. Accounting procedures. Secretarial procedures Strong verbal and written communication skills are required. Computer skills. Advanced skills in Microsoft Windows products. Skill in operating standard office machines. Typing 35 to 40 words per minute. Must maintain confidentiality. Establish and maintain effective working relationships with employees, the public and supervisors. Successfully supervise subordinates. Exercise initiative, tact and independent judgment in all facets of responsibility.

Education and/or Experience: Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. High school diploma or equivalent. Minimum 5 years' office experience

Licenses or Certificates: Possession of, or ability to obtain, a valid Driver's License.

Physical Demands: While performing the essential functions of this job: o Occasional movement required - stooping, reaching, handling, and fingering. o Frequently required - talking and hearing. o Computer and office equipment use are constant. o Driving is occasional. o Must be able to occasionally lift 25 lbs.

Work Environment: Work is usually performed in a normal office environment.

Other: Consequence of Error: Failure to achieve results or erroneous judgments may require the allocation of additional resources to correct and/or achieve goals. Independent Judgement: Work is accomplished with moderate supervision. Work is evaluated upon completion to ensure objectives have been met.
