National Park Service Forestry Technician (Engine Captain)- Direct Hire Authority in Medora, North Dakota

Summary This position serves as an Engine Captain and provides leadership in accomplishing fire management objectives in high-complexity wildland urban interface/intermix situations, or work environments requiring comparable responsibilities.This position is located in Theodore Roosevelt National Park; Fire and Aviation Management (FAM) Division; duty location Medora, North Dakota. Maximum age requirement This position serves as an Engine Captain and provides leadership in accomplishing fire management objectives in high complexity wildland urban interface/intermix situations, or work environments requiring comparable responsibilities. The primary purpose of this position is to perform wildland firefighting work and during the fire season provides day-to-day operation and administrative supervision of a Fire Engine Module performing such work. This position is appropriate for employees who administratively supervise Engine Modules. The Module performs work directly related to wildland fire suppression, preparedness, prevention, monitoring, hazardous fuel reduction, training, and prescribed fire. Oversees operation of a fire Engine Module. Responds to wildland fire incidents and positions engine in appropriate locations in consideration of the safety of crew and equipment. Evaluates on-site conditions, makes tactical decisions, and determines appropriate responses. Makes initial size up of fire situations, determines suppression method to use including hose lay types, deployment of crew, point of initial attack, type of tools to use, and application of water, and hand line location and standards. Determines structure defensibility, conducts structure triage assessments, and engages in structure protection in wildland-urban interface incidents. Coordinates module actions with adjoining resources. Keeps dispatcher or superior informed and requests additional assistance as necessary. Independently and jointly develops and implements training programs (mandatory, formal and informal) to comply with policy and regulations. Training provided may include but is not limited to Incident Command System, fire suppression principles and procedures, fire line construction, hose lay evolutions, maintenance and training in the use of appropriate personal protection equipment, fire engine tactics, fire weather, fires, water and pumps, hand tool use and other related courses. This position may serve as a Duty Officer, providing day to day operational direction for the local unit. Develops and implements a comprehensive physical training program to enhance the ability of crewmembers to perform the required arduous firefighting duties. Responsible for maintaining personnel incident related qualifications, bureau requirements, local and state laws, and other administrative requirements. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. Under age 37; less than age 37 after subtracting the months of Permanent Federal Service in a primary or secondary firefighter/law enforcement position or a veteran preference eligible, older than age 37 and is requesting a waiver to the requirement. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work This position has a mixed work schedule based on the varying workload, and your work schedule is subject to change. If you are a new employee in the Federal government, you will be required to complete a one-year probationary period. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. Subject to frequent extended travel particularly during fire season, and you must obtain a government charge card for travel. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination given by an authorized government physician. You will also be required to periodic medical examinations throughout employment. WCT Information Qualifications All qualifications must be met by the closing date of this announcement 06/15/2024 unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience. In order to be considered for this position, copies of your Incident Qualification and Certification System (IQCS) Master Record (or equivalent training documents) which contain documented proof of the certification or attainment of the IFPM Selective Placement Factor for this position MUST be attached to your application. If not currently qualified, the applicant must provide documented evidence that they have been fully qualified in the past, and are able to regain currency within one year of being hired. One year of specialized experience equivalent to at least the GS-06 level in the Federal service. Examples of qualifying specialized for this position is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include: (1) personally performing in Wildland Fire Engine Operations, and at least one of the following wildland fire-fighting functions: Initial attack and Fire-line Suppression Operations; Prescribed Fire Operations; Helitack Operations; and (2) personally leading or supervising others in any two of the following functions: initial attack and suppression hand-crew operations; prescribed fire operations; wildland fire engine crew operations; helitack fire crew operations; providing on-the-job training and conducting daily crew briefings, safety sessions, and/or other basic wildland fire training. -OR- B. One year of graduate level college education in a field directly related to range technician fire work such as a major study in forestry, fire science or a field directly related to this position that has equipped me with the knowledge, skills and abilities to perform the duties of this position. A copy of your transcripts is required. -OR- C. Equivalent combination of specialized experience and education as described in the vacancy announcement to qualify for this position. To qualify for this position at the GS-08 level, you must possess one of the following: A. One year of specialized experience equivalent to at least the GS-07 level in the Federal service. Examples of specialized experience include: Work in, or directly related to, forest or range fire control, prevention, or suppression. Examples of specialized experience for this position must include (1) personally supervising Wildland Fire Engine Operations, and at least one of the following wildland fire-fighting functions: Initial attack and Fire- line Suppression Operations; Prescribed Fire Operations; Helitack Operations; and (2) personally supervising others in any two of the following functions: initial attack and suppression hand-crew operations; prescribed fire operations; wildland fire engine crew operations; helitack fire crew operations; providing on-the-job training and conducting daily crew briefings, safety sessions, and/or other basic wildland fire training. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another. Physical Demands: Duties involve rigorous fieldwork requiring above average physical performance, endurance and superior conditioning. Work requires prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar strenuous activities requiring at least average agility and dexterity. Duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time. Operation of some specialized fire equipment can place extended physical stress on the incumbent during fire activities. Working Conditions: The work is primarily performed in forest and range environments in steep terrain where surfaces may be extremely uneven, rocky, covered with vegetation, and in smoky conditions, etc. Temperatures vary from above 100 degrees Fahrenheit to below freezing. Risks include smoke inhalation, fire entrapment, snake or insect bites and stings, exposure to excessive machinery noise, and falling and rolling material. Personnel must adjust and cope with exposure to weather elements, dust and smoke, poor sleeping and eating conditions and unpredictable sets of circumstances. Incumbent may be required to live in backcountry camps for extended periods of time. The hazardous nature of the work requires that personal protective equipment be worn (boots, hardhat, gloves, flame resistant clothing, etc.). Work may require travel by light fixed-wing or rotor-wing aircraft, and operating fire trucks (engines) under adverse conditions. The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
