Department Summary:

This role will be supporting N121 Responsive Operational Planning projects and the A&SFC Program Management & Operations (PM&O) team with center level management of indirects, forecasting and analysis. Assist in managing A&SFC dollar ceiling and exclusions.

Roles & Responsibilities:

Work independently, under general supervision, conducting a broad range of analysis, planning, review, and monitoring tasks; provide results and sound recommendations, primarily for the A&SFC PM&O Senior Manager, VP A&SFC, the assigned A&SF Center Division, as well as working collaboratively with the A&SFC Finance staff, and the A&SFC Contracting Officer.

  • Product Quality—

  • Responsible for the reviewing all deliverable products for compliance with AF contract program management requirements before submission to the AF, interpreting the requirements and providing direction (including deviations from standard policy and procedures), as needed, and provide final approval for delivery.

  • Works autonomously within established procedures and practices; determining improvements to processes and methods as applicable.

  • Applies lead level technical or administrative expertise pertaining to analytical or mechanical practices, scientific methods, or operational processes to perform a broad range of complex work assignments across a variety of stakeholders

  • Deliverables Schedule—

  • Monitor, review, analyze, and report on progress of work program funding/deliverables/products

  • Develop recommendations for management action to ensure on-schedule delivery to the AF

  • Cyclical Program Management Requirements—

  • In support of the A&SFC PM&O Senior Manager, analyze cyclical A&SFC business and MITRE Corporate program management planning and reporting requirements and develop detailed plans for ensuring all milestones are met

  • Support yearly Project Work Statement (PWS) process and amendments through the government fiscal year

  • Independently develop solutions and manage issues and problems

  • Participate in Business Transformation and Clarity PPM working groups as a representative to the A&SFC offering recommendations on process and guidance to A&SFC Project Leaders as new tools and processes roll out

  • Assist in maintaining, updating and teaching A&SFC Project Leader Boot Camp sessions as needed

  • Conduct additional historical, present, and future analysis projects, as assigned, working independently to plan and conduct the analysis, prepare results, and formulate sound recommendations at the project and center levels.

  • Assist in gathering and supporting yearly STE allocation process

  • Can apply advanced level of business skills and management with impact across broader organizational objectives

  • Exchanges advanced technical or business information and ideas effectively

Basic Qualifications:

  • Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or six years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.

  • Four years+ Business Operations/program management analyst experience or related skills

  • Strong interpersonal skills and experience working with Government program management staff

  • Ability to collaborate effectively with all levels of personnel, sponsors, and contractors

  • Excellent attention to detail, verbal/written communication skills, and strong organization and time management skills, as well as the ability to effectively manage multiple tasks simultaneously under general supervision

  • Understanding of the Air & Space Forces Center Allocation Process, dollar ceiling and exclusions

  • Proficiency in Microsoft Office Suite and Excel formulas

  • Active DoD Secret Clearance

  • This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

  • Field specific or related education

  • Additional years of experience

  • Additional clearances

  • Additional skills, specific tools, or programs

  • Proficiency in using Tableau and a willingness to adapt and learn new reporting tools as required

  • Experience managing a super project with multiple funding sources

  • Experience managing and reporting indirect budgets and creating indirect forecasts

  • In depth knowledge and experience with MITRE’s Air Force contract program management requirements

Salary compensation range and midpoint:

$127,000 - $159,000 - $191,000 Annual
