Visit www.atf.gov Responsibilities This position is located under the Office of Enforcement Programs and Services, National Tracing Center Division, Firearms Tracing Branch in Martinsburg, West Virginia. The primary purpose of this position is to serve as a Firearms Program Specialist in one of the following groups: Firearms Active Distribution, Research, Firearms Services or Comprehensive Tracing. The NTC provides 24-hour assistance to Federal, State, local and foreign law enforcement agencies and is an essential component to investigations involving the criminal misuse of firearms. Typical duties will include: GS-05 Developing knowledge of firearms and the firearms industry as well as the operation of equipment, the capabilities and limitations of the various data bases. Performing on-the-job training assignments which will provide a practical understanding of the functions/operations of the NTC. Analyzing basic computer-generated error reports on electronically generated traces; generating preliminary reports, e.g.,number of guns traced in a particular State, which dealers had the greatest number of traces, etc. Providing limited technical advice to the Firearms & Explosives Licensing Center (FELC) in Martinsburg, WV., e.g. identifying problem dealers, bogus Federal Firearms Licensee (FFL) and performing basic traces from manufacturers, importers, wholesalers, and retailers. GS-07 Researching and evaluating firearm data from trace requests, manufacturers, importers, wholesalers and retailers. Providing technical advice and assistance to the Firearms & Explosives Licensing Center in Martinsburg. Producing and analyzing trace reports on imports firearms to discern sufficient information to complete traces on guns. Analyzing data from various computer-generated reports. GS-09 Performing research and evaluating firearms data from trace requests, property reports, field investigations and inspection reports, requests filed electronically via various databases and Federal, State, local and foreign law enforcement agencies to determine the validity of firearms information, age of weapon, completeness of firearm's description, etc. Providing technical advice and assistance to the Firearms & Explosives Licensing Center in Martinsburg, WV., e.g., identifying problem dealers, bogus FFLs, etc. and to the ATF Labor; and type (both character and numeric) serial numbers, etc. Researching trace requests from manufacturers, importers, wholesalers, and retailers to first individual purchasers via an automated workflow system. Ensuring that trace is not initiated on duplicate trace, suspect gun, Federal Firearms' Licensees (FFL) theft, Interstate theft, Multiple Sale, or a dealer under investigation. Analyzing data from computer generated reports against the OBRIS data base to determine if firearms disposition is located in the Out of Business Records Section prior to contacting first disposition. Responsibilities will increase and assignments will become more complex as your training and experience progresses. See www.sss.gov Must sign a mobility agreement as condition of employment Qualifications To qualify for GS-05 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-04. Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Specialized experience include: Compiling data from computer generated reports; AND Communicating, both orally and in writing. OR Completion of a 4-year course of study leading to a bachelor's degree OR A combination of general experience as stated above and education. To qualify for GS-07 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-05. Specialized experience includes: Applying knowledge of firearms, firearms manufacturer dealers, importers, related weapons and information in order to perform trace requests; AND Applying fact-finding and investigative techniques to gather evidence, analyze information, conduct interviews, and research data; AND Using databases to complete traces, identify trends, search for patterns and generate reports; AND Providing technical advice in order to analyze basic firearms tracing problems and respond to inquiries. OR Completion of 1 full year of graduate level education or superior academic achievement. OR A combination of graduate education and experience. To qualify for GS-09 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-07. Specialized experience includes: Carrying out recurring assignments independently that are covered by established procedures; AND Assisting on deviations, problems and unfamiliar situations that may arise; AND Reviewing technical accuracy adherence to standard procedures and compliance with any special situation; AND Analyzing data and trace reports. OR Have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related.
