The purpose of this position is to manage moderate to complex rulemaking projects in all media (air, land, water, cross media). Rule coordinators at the MPCA work with technical staff, legal services, the Office of Administrative Hearings, and the public to conduct rulemaking about a wide range of environmental topics. Rulemaking is the public process to develop specific regulations from broader laws and authorities. In the next few years, the MPCA will conduct rulemakings around PFAS, Cumulative Impacts, Feedlots and other topics at the direction of the Legislature and Commissioner. People who are interested in environmental issues but do not have a scientific or technical background can thrive in this role.

Minimum Qualifications

Three (3) years professional experience in project management sufficient to track and manage multiple projects and lead and direct teams across multiple deadlines

OR

Bachelor's degree and two years professional experience in project management sufficient to track and manage multiple projects and lead and direct teams across multiple deadlines

AND

Advanced writing skills sufficient to communicate (often technically complex) rules and information in a clear and concise manner.

Accomplished in using Microsoft Office suite, particularly Word, and PowerPoint, and the ability to format long documents.

Preferred Qualifications

Direct experience with public engagement in Environmental Justice Areas (as defined in Laws of Minnesota 2023, chapter 60, article 8, section 3 [116.065]) or other underserved communities.

Excellent interpersonal and communication skills sufficient to establish effective relationships with agency staff, interest groups and the general public.

Training or experience in conducting public comment and public hearing processes.

Analytical skills sufficient to be applied to a wide variety of assignments including policy planning and environmental regulation. General knowledge of environmental sciences.

Formal training in planning, political science, systems thinking or process improvement.

Coursework or experience in administrative law.

Coursework or experience in environmental policy issues.

Training or experience in creating accessible documents and meetings.

Adobe proficiency.

Physical Requirements

Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.

Additional Requirements

Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver's license checked prior to operating a state vehicle.
